What the inspector wrote

On 6/6/22 at 8:45AM, Licensing Program Analyst (LPA) Catherine Fernandes arrived at the facility for an unannounced 1 year required inspection. LPA met with Director Vanessa Perez. There were 34 children in care and seven additional finger print cleared staff. The teacher/ child ratio was being met today. The center and playground were inspected to conduct a health and safety check. The facility operates Monday through Friday 7:30AM to 6:00PM. The preschool operates out of a house that has been converted into a center and has three main classrooms. The room floors, surfaces, furniture and equipment appear to be safe, sanitary and in good repair. The heating and lighting and ventilation is adequate. There are a total of four toilets and nine sinks available for the children which are sanitary and in operational conditions. There is a separate bathroom for staff. The activities and toys appear to be age appropriate for the children in care. The outside play area is the fenced in backyard with a shaded areas and age appropriate toys, that appear to in good repair. There is a play structure that has sand for cushioning, to absorb the impact from a fall. There are two structures one is an off limit shed and the other is open classroom. There is also an outdoor bathroom for the children. There are supplies available for the children to wash and dry their hands. LPA did not observe any bodies of water, free standing water, cleaning supplies, or toxic items accessible to children during todays inspection. The center prepares and provides snacks to the children while in care and lunches are brought from home. There is a current menu posted. The center is providing 1% milk to children in care. The kitchen area was maintained in a clean manner. The children have their own cubbies to store belongings. All required documents are posted for public review. Due to COVID-19 the facility is now are utilizing electronic sign in and sign out. Disaster drills are being conducted at least once every 6 months, the last drill was recorded on 2/18/22. The center is equipped with a fully stocked first aid kit, working telephone, carbon monoxide detector, 3A40BC fire extinguishers and smoke detectors. A review of 10 children records and all present staff files were reviewed and all files were current and complete. All staff have been fingerprint cleared and associated to the facility. Report continued on 809C Incidental Medical Services (IMS) policy was discussed. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The Director confirmed that as of right now they are providing IMS which was observed current and complete. Director Perez was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed the Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. See 809C The following is needed for the facility file: LIC500 Personnel report LIC308 Designation of Facility Responsible EMSA first aid certificates LIC610 Disaster Plan Disaster and mass plan of action updated Admission Agreement and parent handbook Daily Schedule for the children Copies of the roster A notice of site visit was given and must remain posted for 30 days Exit interview conducted and report was reviewed with the Director Vanessa Perez Notice of site visit was provided and needs to be posted for 30 days.
