Inspector’s narrative

What the inspector wrote

On October 8, 2025 Licensing Program Analysts (LPAs) Simerjit Kaur and Julia Placencia met with Director Sarah Baker for an Unannounced Annual/Random inspection. There were sixteen (16) preschool age children, and four (4) staff present during the inspection. A school age component is also located on the site. The facility is located with Celebration Church. The facility was toured with Sarah Baker for a health and safety inspection. The facility operates from Monday – Friday , 7:00am – 6:00pm . The facility operates out of classrooms: Little Ladybugs (room 3) and Busy Bees (room 8), room 9 and room 7 during mornings (AM room). The facility appears to be safe, and sanitary. There is adequate heating and lighting in the classrooms. There is no standing water on the floor observed during today's inspection. All toilets, hand washing and cleaning areas are in safe and sanitary operating condition during today's inspection. The staff restroom is located in the office. Classrooms have appropriate furniture and equipment for the use of children in care. There are adequate storage hooks for children's belongings. Cots are available for use of children. The bedding sheets are sent home weekly to be washed by the child's family. Meals are provided by parents and AM/PM snacks provided by center. There is a menu posted in the classrooms. There is drinking water available in the classrooms and outdoor. Climbing equipment has adequate and appropriate cushioning material to absorb falls. It was observed that there are no toxins or hazardous items accessible to children in care during today's inspection. There is also a first aid kit on site. The center is in compliance with the sign in and out procedure. The center has conducted and documented a disaster drill on 10/3/2025. LPA observed working carbon monoxide detector, smoke detectors and a fully charged fire extinguisher. The center roster was reviewed, and a copy was obtained. LPA reviewed children's files and random staff files. The opener and closer staff have CPR/First Aid. Activity schedules and required Community Care Licensing forms are posted and visible for review. See 809-C for continuance The food prep area is clean, well maintained, All food provided by the facility is properly labeled stored. Facility director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA referred facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing information. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. This facility provides Incidental Medical Services – IMS.
