What the inspector wrote

On 12/9/25, Licensing Program Analyst (LPA) Briana Plumboy met with Director Catalina Garcia for an unannounced case management inspection. The center was toured. Present for the inspection was 6 staff as well as 26 preschool age children. LPA Plumboy conducted an unannounced case management visit to follow up on a self reported unusual incident. See 809-D for deficiency cited during today’s inspection for the unusual incident. A notice of site visit was given and must remain posted for 30 days. Appeal rights provided and discussed. Exit interview was conducted and report was reviewed with Director Catalina Garcia.

    Personal Rights 101223 (a)(1) The licensee shall ensure that each child is accorded the following personal rights: (1) To be accorded dignity in his/her personal relationships with staff and other persons. This requirement was not met as evidenced by: a staff member was observed frustrated with children in care and a child nearby went to run by the teacher, the teacher grabbed him with both hands by the back of his sweatshirt to get him to stop running which posed a potential risk to the health, safety, or personal rights to persons in care.
