What the inspector wrote

On December 8th, 2023 at approximately 9:30am, Licensing Program Analyst (LPA) April Wright arrived for an unannounced Required 3-Year inspection, and met with Director/Administrator Farida Mujeeb and 2 fingerprint cleared staff members present during the inspection. Present were 2 preschool age children. The facility is in ratio today. The facility was toured for a health and safety inspection. Hours of operation are Monday through Friday, 8:30am to 5:00pm. CLASSROOM(s): Facility has a Preschool and TK/Kindergarten program for children and has divided classrooms for both programs. The floors, furniture, and equipment are age appropriate and in good repair. There is adequate heating/air conditioning, ventilation and lighting for safety and comfort. Drinking water is available inside and outside of the center. There is proper individual storage space for each child. The isolation area for sick children is Director's office which is away from other children in care. Center has smoke/carbon monoxide detectors, working telephone, and two (2) fully charged 3A40BC / 2A10BC fire extinguishers in the classroom. The staff's bathroom is separate from the children's bathrooms. All sinks and faucets are in safe and sanitary operating condition. There are supplies available to children while in care. FOOD SERVICE: This facility provides snacks only to children in care. Center has food prep area that is clean and off limits to children in care. There are monthly snack menus posted at the facility. All storage containers for solid waste have tight fitting covers that are in good repair. OUTDOOR PLAY AREA: Center yard is not shared with the Brier/Glankler Elementary school. There is a play structure with 2 slides with wood chips for cushioning to absorb falls and that is anchored for stability. Building over hang to provide shade while children are at play. There is a sandbox area that is covered with a canopy that provides shade to children while at play. Play yard also has a garden and 3 sheds that have locks and is inaccessible to children in care. There are no pools, hot tubs or other accessible bodies of water. See LIC809-C for continuance RECORDS: All individuals subject to criminal record review have a clearance or exemption and have been associated to the facility. Two (2) children's files and three (3) staff files were reviewed including director's file. All staff files have required health screening and Employee Rights and all children files contain Identification & Emergency, Personal Rights, and Medical Consent forms. LPA reviewed the facility roster and obtained a copy. Mandated Reporter Training and CPR and First Aid certificates were reviewed and are up to date. The center is in compliance with the sign in and out procedure. Disaster drills are being conducted at least once every 6 months and the last one conducted was on July 1, 2023. All required documents are posted in a public accessible area. Center Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA also informed Facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA referred Center Director to the Department website for lead: Lead Toxicity Prevention and Water Testing Information . A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Director Farida Mujeeb.
