What the inspector wrote

Licensing Program Analyst (LPA) Jyoti Saini met with Director Scott Kinser for an unannounced, required, random inspection of the infant component of this combination day-care center. LPA disclosed the purpose of the inspection and was granted entry into the facility. Present during the visit were 17 infants and five staff members, in addition to the Director. The facility operates Monday through Friday from 7:00 a.m. to 6:00 p.m. across three classrooms. During the inspection, both indoor and outdoor areas were inspected for health and safety hazards. The facility has a working fire alarm system, smoke and carbon monoxide detectors, a fully charged fire extinguisher, and a functional telephone. During today\342\200\231s inspection, LPA did not observe, and the Direct any bodies of water and director confirmed there are no firearms or weapons on the premises. Classrooms contained age-appropriate toys and equipment, with changing tables connected to working sinks. Each infant classroom has a refrigerator with clearly labeled milk bottles. The outdoor play area is fenced, equipped with a safe, age-appropriate play structure, and cushioned appropriately. Each classroom had required postings. The fire disaster drill log provided by the director indicates that the most recent emergency drill was conducted on May 13, 2025. The center provides snacks and lunch daily, with menus posted in each room. Parents manually sign children in and out using binders located at the front desk. Each infant\342\200\231s file contains an individual sleep plan and a needs and services plan. The facility documents 15-minute sleep checks for each enrolled infant. The center roster was reviewed, and a copy was obtained. A review of five children\342\200\231s files and five staff files were completed. The opening and closing teachers have a current Pediatric First Aid/CPR certifications. see next page.. During inspection, Criminal Record Clearance - Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Safe Sleep - LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Lead Testing \342\200\223 CCC COMPLETED TESTING Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP .
