What the inspector wrote

On 9/3/24, Licensing Program Analyst Briana Plumboy met with Director Catalina Garcia for an Unannounced Random Inspection. The center and playground were toured to conduct a Health and Safety Inspection. Present for this visit was 27 toddlers and 8 staff. The infant component is located inside room 20 and consist of 1 room which is to be safe, clean, and in good repair. There is furniture, equipment, and toys. LPA Briana Plumboy did not observe any equipment that is prohibited. There is napping equipment available. The bedding is stored properly. There are no pools, spas, hot tubs, or free standing water accessible to children during the inspection during today's inspection. The menu is posted in a visible location, and is dated for the entire month. The center provides breakfast, lunch, and pm snack. The changing table is in arms reach of the sink. The playground equipment is maintained. LPA did not observe any dangerous items accessible today, including medications, poisons, disinfectants or cleaning supplies, that could be dangerous to infants. All solid waste containers have tight fitting covers on, and appear to be in good repair. Measures are taken to keep the facility free from flies, other insects, or rodents. All required documents are visible and posted for public review. The center is in compliance with the sign in and out procedure. The center is equipped with a fully stocked first aide kit, carbon monoxide, working telephone, a pull down fire alarm, and a fire extinguisher. The center provides milk to the toddlers. LPA observed the interaction between the staff and children in care, and did not observe any child left without visual supervision or unattended during the inspection. See 809- C for continuance The center roster was reviewed, and copy obtained. Children's files were complete and contain a Needs and Services Plan. All required forms are posted. Lic. 500 and facility roster was reviewed. This facility does provide incidental medical services (IMS) to the children. LPA reminded director to have all prescribed and non-prescribed medications to have original containers with unaltered labels. The center Director has LIC 9221 (Parent Consent for Administrating Medications form) on file for each child. Incidental Medical Services (IMS) policy was discussed. This facility provides IMS to children in care. The facility is following and have developed IMS plan on file. When any changes to the IMS plan is made, an updated Plan for Providing IMS must be submitted to the Department. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Director was reminded that California Law requires licensed Child Care Centers to report unusual incidents or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone, fax, or electronic mail. LPA informed the Facility Representative that all forms can be downloaded at www.ccld.ca.gov and encouraged the Facility Representative to email childcareadvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. Licensee was also reminded that Mandated Reporter Training ("General" and "Child Care Providers") is required for all staff and is to be renewed every 2 years by visiting www.mandatedreporterca.com . The Director is reminded any structural changes to the center or additions to the child care facility must be reported to Community Care Licensing. Director was reminded of Departments inspection authority, with our without any notice. Director is reminded that ALL Staff must be fingerprint cleared prior to being in the presence of children in care, or an immediate civil penalty will be assessed from $100 to $3000 per person, per incident. Director was encouraged to frequently visit our website at www.ccld.ca.gov for licensing regulations and updates. There are no deficiencies cited. This report shall remain on file for 3 years. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted.
