What the inspector wrote

On May 19, 2026 at 12:30 PM., Licensing Program Analyst (LPA) Elimika Woods met with licensee Carmel Capers to conducted an Unannounced Annual Random Inspection . The facility operates as a large family childcare home licensed with a capa city of 14 children. At the time of the inspection, there was one (1) preschool age child supervised by the licensee. Also present during the inspection was the licensee's fingerprint husband. LPA toured the facility with the licensee both inside and outside to conduct an health and safety inspection. This single story home is rented and operated by the licensee consisting of four bedrooms, two bathrooms, a living and dining room, kitchen, laundry room and detached two car garage. The hours of operation are Monday- Friday from 6:00 AM-5:30 PM. On-limit-areas are the: All bedrooms , living and dining room, kitchen, front yard area, and bathrooms The Isolation area of the home will be a section of the playroom (bedroom), away from other children in care. Off-limit-areas are the: Laundry room, and two car garage. The off-limits will be made inaccessible to children by closed and/or locked doors and visual supervision. The home was observed to be clean, orderly, and well maintained, and is equipped with centralized heating and ventilation to ensure the safety and comfort of children. LPA asked the licensee whether she has firearms in the home or provides transportation. The licensee stated that she does not have any firearms in the home but does provide transportation for children in care. LPA reviewed the license on file and verified that it is current. See 809-C. LPA inspected the cabinets in the on-limit areas, which include all bedrooms, the living room, dining room, kitchen, and bathrooms. No hazardous materials or toxins were observed to be accessible to children during today’s inspection. LPA tested the wired smoke and carbon monoxide detector located in the living room and confirmed that it was functioning properly. The home is equipped with a working telephone, first aid kit, pull-down fire alarm system, and a fully charged 2A10BC fire extinguisher that meets State Fire Marshal standards. A fireplace located in the living room is blocked by furniture to prevent children from accessing it. At 1:10 PM, LPA inspected the front yard and confirmed that there were no pools, hot tubs, or other bodies of water present, in compliance with child care licensing regulations. The outdoor play area includes age-appropriate equipment and furnishings, such as chairs, benches, ride-on cars, tricycles, a play kitchen, and a mini slide. Cushioning material was observed beneath the equipment to help absorb falls. The front yard was observed to be free from defects and hazardous conditions. A detached garage located in the front yard is designated as off-limits and is inaccessible to children in care. LPA reminded the licensee that children must be under 100 percent visual supervision while using the front yard because the area is unfenced and includes an active driveway. The licensee conducts and documents fire and disaster drills once every six months, with the most recent drill conducted on 02/13/26. The licensee’s Health and Safety training is completed, and their CPR and First Aid certification is current, expiring in 11/2027. The facility roster was reviewed and accurately reflects current children enrolled as well as those no longer attending the facility. A ll required licensing documents are posted and visible for public review. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Effective August 1, 2003, California Law requires Family Child Care Home licensees to report unusual incidents or injuries to children in care to children’s parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624B). Incidents must be reported within 24 hours by phone, fax, or electronic mail. The licensee was also reminded that Mandated Reporter Training ("General" and "Child Care Providers") is required for all staff and is to be renewed every 2 years by visiting www.mandatedreporterca.com . See 809-C. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. The licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the LICENSEE Carmel Capers , confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. There are no deficiencies cited today. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Carmel Capers .
