What the inspector wrote

Licensing Program Analyst (LPA) Kassandra Medrano conducted an unannounced inspection in order to deliver findings on the complaint investigation for the above allegation. LPA Medrano met with the Director, Soni Singh to discuss complaint allegation and finding. It was alleged that staff yell at children while in care. LPA Medrano interviewed staff, management, and parents. Based on interviews, observations, as well as information gathered; it was found that staff speak inappropriately to children in care.Therefore violating the children's personal rights. The allegation noted above is thus found to be SUBSTANTIATED, meaning the allegation is valid because the preponderance of the evidence standard has been met. A Type “A” violation was issued today. The center was advised to provide a copy of the Evaluation Report and the Type “A” Deficiency cited to the parents and guardians of children currently enrolled in care and to parents of newly enrolled children during the next 12 months. A signed and dated LIC 9224 shall be maintained in all Children's files. This report and appeal rights were provided and reviewed with the Director, Soni. Notice of Site Visit and Type A Citation shall remain posted for 30 days. California Code of Regulations, Title 22, 101223 (a) (1) deficiency is being cited on the following page:

This poses an immediate health and safety risk to children in care.

    §1596.857 Rights of parent or guardian to inspect facility without advance notice; informing parents and guardians; prohibition of retaliation; violations; penalty; family child care home notification of parent rights; registered sex offenders (a) Upon presentation of identification, the responsible parent or guardian of a child receiving services in a child day care facility has the right to enter and inspect the facility without advance notice during the normal operating hours of the facility or at any time that the child is receiving services in the facility. Parents or guardians when inspecting shall be respectful of the children's routines and programmed activities. The facility shall inform parents and guardians of children receiving services in the facility of the right of the parents and guardians to inspect the facility pursuant to this section.This requirement was not met as evidenced by: Based on interviews and observations, it was found that the facility does not allow parents into the facility. This poses a potential health and safety risk to children in care.
