What the inspector wrote

On 10/10/2025 at approximately 1:00PM, Licensing Program Analyst (LPA) Jamel Maiwandi met with Licensee Iluminada Dela Cruz for an unannounced required 3-year annual inspection. Present during today’s inspection were the licensee, her husband, and 3 children. The licensee and her husband are both fingerprint cleared. Hours of operation are from 7:30am-5:30pm Monday-Friday. The house is a one-story home with an attached garage that is converted into a room. The home consists of a kitchen, dining room, living room, two bedrooms, one bathroom, and a backyard that has two locked storage sheds. ON LIMIT AREAS: the dining room, living room, bathroom, bedroom #1, garage, and the backyard. OFF LIMITS: bedroom #2, front yard, sheds 1 and 2 ISOLATION AREA: bedroom #1 All off-limit areas have been made inaccessible by closed and/or locked doors and visual supervision . Areas accessible to children were inspected to ensure that they are clean and orderly with ventilation and heating for safety and comfort. There are ample number of safe toys, play equipment, and materials observed for children. There is a working telephone in the home. LPA verified all poisons, cleaning solutions, medications, and other items that pose a danger to children are locked and inaccessible to children. The licensee was reminded that all cleaning compounds, medications, and poisons must be in a locked cabinet/drawer or placed out of reach of children. Knives and kitchen utensils were kept in a locked storage cabinet. The home is equipped with a fully charged 2A10BC fire extinguisher and working smoke and carbon monoxide detector. There is a fully stocked first aid kit located in the home. Licensee states there are no firearms on the premises. Continues on 809-C Page 2 There are no pools, spas, hot tubs, fishponds or similar bodies of water. The licensee conducts and documents fire and disaster drills twice a year with the last one conducted on 09/12/2025. Licensee’s CPR and First Aid certificates are current and expire on 02/2026. Licensee has current mandated reporter training which expires on 12/26/2026. The Licensee was reminded of the responsibility as a mandated reporter. LPA reviewed 1 staff file and 3 children’s files at 1:30pm and obtained a current facility roster. The licensee is in compliance with the immunization law. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPAs also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensees were informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee Iluminada Dela Cruz confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
