What the inspector wrote

On 09/27/2024 at 1:55 pm Licensing Program Analyst (LPA) Lorraine Dacanay Breaux met with licensee Rosa-Maria Schneider for an Unannounced 1 year required Inspection. LPA was granted entry by the licensee and LPA provided Entrance Checklist LIC 126. Present for the inspection were no children in care (day care closed today at 1PM). The LPA and the Licensee, toured the home to conduct a Health and Safety Inspection inside and outside. The facility currently operates Monday - Friday 8:00 am-5:00 pm. The home is a tri-level, with 3 bed and 2 bathrooms. Entrance of the day care is the two brown doors down the driveway. ON LIMITS: (Lower level) Basement/Converted Garage with consist of 3 rooms, bathroom, rear yard and the drive way, which is used for outdoor play. Licensee is aware when children are outside in the driveway, there must be 100% visual and physical supervision provided to the children in care. Licensee is aware at all times she must follow manufacture, Title 22, and Health and Safety guideline for all equipment in the childcare. OFF LIMITS: Entire second and third level of the home, which includes, kitchen all bedrooms and bathrooms. (middle level of the home contains a kitchen, living room, and bedroom). OUTDOOR AREA: The rear yard is fully fenced. The backyard contains play structures, a chicken coop, and various play equipment. There are age appropriate toys that appear to be safe and in good condition. There are no pools, hot tubs or any other bodies of water. Licensee confirmed there are no pools/bodies of water during today's inspection. There is a shed that is locked at the rear left side of the yard. All hazardous materials and toxins are kept out of the reach of children and it was observed that there are no toxins or hazardous items accessible today. There are trees and canopies to provide shade. The home has a fully charged 3A40BC fire extinguisher mounted on the wall, two (2) working smoke detector (tested), carbon monoxide detector(tested), working telephone and fully stocked first aid kit. Per licensee, there are no firearms on the premises. At the time of the visit, licensee is not providing transportation per licensee. 809-C The licensee's CPR/First Aid certification expires on 03/04/2025. The licensee is in compliance with the immunization laws. Licensee is reminded of their responsibility to renew CPR/First Aid and Mandated Reporter certificates every two years. The licensee conducts and documents fire and disaster drills twice a year. All required forms are posted and visible for public review. Records: At 2:30PM, LPA Breaux requested and reviewed 1 child\342\200\231s files and personnel records. There is a current roster available for review. Criminal Record Clearance: Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Safe Sleep: LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. MyChildCarePlan.org: Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Incidental Medical Services (IMS): Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Per licensee does not provide medication at this time. LIC 809-C Unusual Incident/Student Injury Report: Effective August 1, 2003 California Law requires Child Care Licensees to report unusual incidents or injuries to children in care to child\342\200\231s parents and to the Department of Social Services using the Unusual Incident/Injury Form (LIC 624). Incidents must be reported within 24 hours to the regional office by phone and the written report, LIC 624, within 7 business days. Megan\342\200\231s Law: During the exit interview, the licensee, Rosa-Maria Schneider, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. No deficiencies found during today's inspection. One Advisory Note issued: Advisory Note (TV): Licensee needs to obtain a certificate for the Mandated Reporter training for General and Child Care Providers. A notice of site visit was given and must remain posted for 30 days. Appeal Rights provided. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview conducted and report was reviewed with the licensee, Rose-Maria Schneider.
