What the inspector wrote
Licensing Program Analyst (LPA) Jyoti Saini met with Director Susan Neiberger and Assistant Director Caitlin Cosgrove for an unannounced Annual Random Inspection. LPA disclosed the purpose of the inspection and was granted entry into the facility by staff. Present during the inspection were the director, assistant director, 40 children, and four staff members. The facility operates Monday through Friday from 8:00 a.m. to 6:00 p.m. in Room #1 (Kindergarten Prep), Room #2 (Preschool), Room #3 (Early Preschool #2), and Room #4 (Early Preschool #1), although the Early Preschool #2 room is currently not in use. The facility was inspected indoors and outdoors for health and safety hazards. The center is equipped with functioning smoke and carbon monoxide detectors, two fully charged fire extinguishers, and a working telephone. No bodies of water were observed, and per the director, no firearms are stored on the premises. All furniture was in good repair, and age-appropriate toys and equipment were available. Each classroom contains a first aid kit and first aid backpack, and medications are stored in the classrooms alongside emergency backpacks mounted on the wall, with TK medications stored in the office. The facility maintains an Incidental Medical Services (IMS) plan for children requiring medication, which is stored with the medication and filed in the children files. Each child has a labeled storage cubby, and classrooms are equipped with cots in good condition. Parents launder blankets and sheets weekly, and the facility provides additional bedding laundered daily if needed. Separate bathrooms are available for staff and children. The center provides breakfast, lunch, and snacks, with menus posted in each classroom. The most recent emergency drill was conducted on 02/26/2026 and properly documented. The facility uses the My Bright Day app for sign-in and sign-out, and LPA reviewed sign in-out record during the visit. The outdoor play area is securely fenced, the play structure is age-appropriate and in good condition, and sufficient cushioning is present. Children bring their own water bottles, which staff refill using a Brita jug. The center roster was reviewed and a copy obtained. A review of children’s and staff files confirmed that opening and closing staff have current Pediatric First Aid/CPR certifications and all staff have current Mandated Reporter training. Food storage was also reviewed, and all food items were observed to be in their original packaging.

Criminal Record Clearance -
Facility representatives was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Lead Testing – CCC COMPLETED TESTING
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018,
requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in
