What the inspector wrote

On January 8th, 2026 at approximately 1:40pm, Licensing Program Analyst (LPA) April Wright arrived for Annual/Random inspection and met with Licensee Li Yan Chen. Present during the inspection were 3 children (1 infant/2 preschool age). There were no other adult individuals present during the inspection. Licensee Dan Dan Chen was not present during today's inspection. The home was toured to conduct a health and safety inspection. License is in ratio today. The hours of operation will be 8:00am to 6:00pm, Monday through Friday. The single-story home consists of three (3) bedrooms, one (1) bathrooms, a living room area, dining room area, kitchen, front yard, backyard and garage. The home is neat and orderly with heating and ventilation for safety and comfort. LPA observed that there are age appropriate toys and furniture available for children in care which are free of any visual damage or defects. LPA observed and Licensee confirmed that there are no pools, hot tubs or bodies of water present in the home. LPA observed and Licensee confirmed that all hazardous materials, including cleaning products, medicines or toxins are inaccessible to children in care. Licensee confirmed and LPA observed that there are no firearms or weapons of any kind located in the home or on the premises. On limit areas : Living room(main day-care area), dining area (day care eating/activity area), bedroom #1(nap room 1 - left of the hallway), bedroom #2( nap room 2 - right of hallway), bathroom (between bedrooms #1 and #2) and rear portion of the back yard. Backyard is fully fenced and free of visual damage or hazards as observed by the LPA. The isolation area will be a section of the living room which will be away from other children in care. Off limit areas : Master bedroom, kitchen, laundry room(located in the rear of the yard), front yard and garage. Off limits areas are and will be made inaccessible by closed/locked doors, child safety gates/locks and visual supervision. See LIC809C for continuance. All individuals subject to criminal record review have a clearance or exemption and have been associated to this Family Child care home (FCCH). LPA requested and reviewed the files of three (3) children in care. The children's files contained all required licensing forms including Parents rights, medical consent forms and identification and emergency contacts. Licensee has all required licensing forms needed when children are enrolling in care. The facility roster was review and copies were obtained. The licensee conducts fire and disaster drills twice a year and the last was conducted on 9/5/2025. CPR/First aid training certificate expires on 10/4/2027 and Mandated Reporter training was completed on 6/1/2024. All required forms are posted and visible for public review upon entry to the day care room. The licensee is in compliance with the immunization laws which pertains to all childcare providers. Licensee was reminded that training certificates must be renewed every 2 years. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. See LIC809C for continuance. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee Chen is aware that they should have knowledge of all Title 22 Regulations and follow all Title 22 Regulations at all times, as well as follow manufacture guidelines for all equipment in the facility. LPA reminded licensee that all Tile 22 regulations can be found on the CCLD Program website www.cdss.ca.gov/inforesources/community-care/policy/laws-and-regulations . During the exit interview, licensee Chen confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. There were no deficiencies cited during todays inspection. A notice of site visit was given and must remain posted for 30 days. Report was read and reviewed with licensee Li Yan Chen.
