On October 22nd, 2025 at approximately 1:20pm, Licensing Program Analyst (LPA) April Wright met with licensee Wei Chen for an unannounced Annual Random Inspection. LPA disclosed the purpose of the inspection and was granted entry into the home by the licensee. Present during today's inspection were ten (10) children (3 infants / 7 preschool age) and the licensee's 2 fingerprint cleared assistants. Daycare has a separate entrance which is down the right side/walkway of the home. LPA toured the home to conduct a health and safety inspection. The licensee is in ratio today. Hours of day-care operation are 8:00 AM- 6:00 PM Monday through Friday. The single story home consists of 3 bedrooms, 2 bathrooms , living room, family/dining room (daycare room), main kitchen, small kitchenette, backyard, front yard and garage. P ortion of the home used for day care operations was neat and orderly with heating and ventilation for safety and comfort of children in care. There are age-appropriate toys that the LPA observed to be in good condition, free of visual damage or hazards. The isolation area will be at the children's table or on a nap mat away from other children in care. LPA observed and licensee confirmed that there are no hazardous materials, including cleaning products, chemicals or toxins present during the inspection. LPA observed and licensee confirmed that there are no pools, hot tubs or any other bodies of water present in the home. On limits areas: Family room/dining area, small kitchenette (attached to daycare room), bathroom #2(located to right of entry) and gated portion of backyard. Backyard is completely fenced and has no visual signs of damage or defects as observed by the LPA. There are three small play structures in the gated portion of the back yard that have foam cushioning to absorb falls . Off-limits areas: All bedrooms, main kitchen and bathroom #1 inside the main portion of home, living room and garage. The off limits areas are and will be made inaccessible by closed and/or locked doors, child safety gates and visual supervision. See LIC809C for continuance. The home has a fully charged 2A10BC fire extinguisher located in the kitchen, working smoke/carbon monoxide detector, fully stock First Aid Kit and mobile telephone. LPA observed and licensee confirmed that there no firearms or weapons of any kind located in the home. Licensee was reminded by the LPA that when children are in care, 100% visual and physical supervision is required at all times. All individuals subject to criminal record review have a clearance or exemption and have been associated to this Family Child care home (FCCH). LPA requested and reviewed the file of six (6) children in care. The children's files contained all required licensing forms including Parents rights, medical consent forms and identification and emergency contacts. The facility roster was review and copies were obtained. The licensee conducts fire and disaster drills twice a year and the last was conducted on 7/8/2025. Licensee has all required licensing forms needed when children are enrolling in care. CPR/First aid certificate was completed and expires on 7/19/2027 and Mandated Reporter training was completed on 2/13/2024 . Licensee assistants CPR/First Aid and Mandated reporter training certificates are current and recorded on the LIC859. All required forms are posted and visible for public review upon entry to the home. The licensee is in compliance with the immunization laws which pertains to all childcare providers. Licensee was reminded that training certificates must be renewed every 2 years. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee Chen confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. No Deficiencies were sited during this inspection. A notice of site visit was given and must remain posted for 30 days. Report was read and reviewed with licensee Wei Chen.
