What the inspector wrote

On Friday, March 25, 2022 Licensing Program Analyst (LPA) Caroline Colson met with Zhaoxian Yang and Jingyi Zhao for an unannounced random annual inspection at 10:08 AM. LPA Colson had assistance from licensee's adult son, Li Hu, who arrived about 11:00 AM. There are ten (10) preschool children present. Records were reviewed by the LPA and Mr. Hu on March 25, 2022 at 11:25 AM. The home was toured to conduct a health and safety inspection. The home is a one story home. The home consists of a living room with dinning area, three (3) bedrooms, two (2) bathrooms, two (2) closets, unfenced front yard, two fenced back yards and garage with driveway which is being used as apart of the play area. The garage will only be used for an activity. Two (2) bedrooms and one (1) bathroom are the Off Limit Areas . The home has a 2A10BC fire extinguisher, working smoke detector and working carbon monoxide detector. There is a screen over the floor heater. Licensee will have to secure the floor heater. Mr. Hu states there are no firearms in the home. The bedroom is the isolation room. Mr. Hu stated that the children will use the fenced back yard for outdoor play. Licensee has a first aid kit. Mr. Hu states that there are no pets. Family Child Care Homes Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Safe Sleep LPA discussed the safe sleep regulations with Mr. Li Huand discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Notice of Site Visit A notice of site visit was given and must remain posted for 30 days. Exit Interview Exit interview conducted and report was reviewed with the licensee, Li Hu. Please See LIC 809 D for Deficiencies. The attached type B deficiencies are being cited today and must be corrected by the due date.

    Based on record review, the licensee did not comply with the section cited above by not providing parents the LIC 995 A which poses/posed a potential health, safety or personal rights risk to persons in care.
