What the inspector wrote

LPA B. Crass informed licensee Zhi He that this report, dated 3/21/2024, documents 1 type A citation, which shall be posted for 30 consecutive days as there is/are immediate risk to the health, safety, or personal rights, to children in care. Also LPA B.Crass, informed licensee Zhi He to provide a copy of this licensing report dated 3/21/2024 that documents any Type A citation to parents/guardians of all children currently enrolled by the next business day, or the next day the children are in care and to any newly enrolled parents/guardians for 12 months from the date of this report. Assigned Acknowledgment of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the childs file for verification. Exit interview conducted, appeal rights were given, notice of site visit was given, and report was reviewed with the licensee Zhi He.

    102370 Criminal Record Clearance(d) All individuals subject to a criminal record review... shall prior to working, residing, or volunteering in a licensed facility: (1)Obtain a California clearance or a criminal record exemption as required...This requirement is not met as evidence by: Based on observations, record review, and interviews, the licensee did not comply with the section cited above by allowing her uncleared nephew, Cheng Heng, to live in the home without an eligible criminal record clearance.

    OPERATION OF A FAMILY CHILD CARE HOME

    (a) The licensee shall be present in the home and shall ensure that children in care are supervised at all times. When circumstances require the licensee to be temporarily absent from the home, the licensee shall arrange for a substitute adult to care for and supervise the children during his/her absence. Temporary absences shall not exceed 20 percent of the hours that the facility is providing care per day.This requirement is not met as evidence by: Based on interview, the licensee did not comply with the section cited above by not living in the home.
