What the inspector wrote

On 07/24/2023 at approximately 9:45AM, Licensing Program Analysts (LPAs) Jaleesa Jackson and Julia Placencia met with Director Yakkeling Esquivel for an UNANNOUNCED ANNUAL REQUIRED INSPECTION for Li’l Angels Center for Early Education Preschool. Present for the inspection were the Director and 2 teachers and one volunteer who are all fingerprint cleared. There were a total of 18 children present at the time of the inspection. The Child Care Center is within ratio. The program for the preschool children is from 6:30am to 6pm. The Child Care Center was toured to conduct a Health and Safety Inspection. LPA Jackson inspected the Preschool Component of the Child Care Center. This center also has an Infant Component license number 013420527 . PHYSICAL PLANT: The entrance of the school is in the back parking lot of the church. There are 2 classrooms for the Preschool component. The parents sign in and out through an app called Pro Care. The classrooms have cubbies with children’s names on them. The classroom has chairs and tables equipped for children to use. LPA observed the cubbies have blankets for each child and there are sleeping cots for the children. The isolation area is in the Pre K2 classroom. LPAs observed the bulletin board (parent’s rights, emergency disaster plan, lunch menu, and facility license). All hazardous materials and toxins are kept out of reach from children and are not accessible. Each class room has working smoke detector, a carbon monoxide detector, a telephone and a fully stocked first aid kits. The furniture around the classrooms and outdoor area are all child proof . The learning materials are organized, and toys are kept in safety bins and cabinets for easy access for the children. FOOD & SNACK: The school provides AM and PM snacks and lunch to children. The menu is posted on the board and avalaible for parents to view on the Pro Care app. Water is provided to the children throughout the day and milk during AM snack and lunch . Continued on 809-C OUTDOOR: LPA Jackson observed the outdoor play area which consist of toys and a play structure with a slide. The infant play area is separated from the preschool play area. There is tan bark all around the play structures that can absorb falls. The outdoor play area is also fenced all around with secured gates. There are no bodies of water on the premises. There are no firearms on premises. RECORDS : LPA reviewed 6 children’s files and 3 staff files An updated roster was viewed by LPA. A copy was obtained from Director. The Director and staff have completed the Health and Safety training and CPR/First Aid is current. The Director and Staff are following the immunization laws. The staff and Director have not completed the mandated reporter training. Please see list below and attached pages for information on deficiencies and advisory notes issued today: Type B Violation: Director and staff have not complete required mandated reporter training. Type B Violation: Lead Testing was not completed prior to the January 1st, 2023 deadline. Technical Violation: Earthquake and Fire Drill not logged. Technical Violation: Children's files missing the Physicians report Technical Violation: Two outdoor play items are in need of either being removed or renovated to remove potentially hazardous surfaces and items attached. Director Esquivel was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Continued on 809-C Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 ( PIN 21-21.1- CCP ). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . CCC DID NOT COMPLETE TESTING PRIOR TO THEIR DEADLINE LPA referred Director Esquivel to the Department website for lead: Lead Toxicity Prevention and Water Testing Information . Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director Esquivel was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Director Yakkeling Esquivel.
