What the inspector wrote

On October 16th, 2025 at approximately 11:35am, Licensing Program Analyst (LPA) April Wright met with licensee Tiet H Do for an unannounced Annual Random Inspection. LPA disclosed the purpose of the inspection and was granted entry into the home by the licensee. Present during today's inspection were 5 children (1 infant / 4 preschool age) and the licensee fingerprint cleared mother. LPA toured the home to conduct a health and safety inspection. The licensee is in ratio today. Hours of day-care operation are 7:00am to 5:30pm Monday through Friday. The two story home consists of four (4) bedrooms, three (3) bathrooms, living room, kitchen/dining area, patio room, front/back yard and garage. The home was neat and orderly with heating and ventilation for safety and comfort of children in care. There are age appropriate toys that the LPA observed to be in good condition, free of visual damage or hazards. The isolation area will be in the living room for infants or preschool age children, and the family room for a school age children. LPA observed and licensee confirmed that there are no hazardous materials, including cleaning products, chemicals or toxins present during the inspection. LPA observed and licensee confirmed that there are no pools, hot tubs or any other bodies of water present in the home. On limits: Kitchen, living room, family room (day care room), downstairs bathroom, and downstairs bedroom (napping room to rear of home) which is used as a nap room. Backyard is completely fenced and has no visual signs of damage or defects as observed by the LPA. There are 2 swing sets located in the backyard which are stable to the ground and cushioned underneath to absorb a fall as observed by the LPA. Off-limits: Entire second level of the home which includes all bedrooms, the garage, and the shed in the backyard. The fireplace in the family room is barricaded to prevent access to children in care. The off limits areas are and will be made inaccessible by closed and/or locked doors, child safety gates and visual supervision. See LIC809C for continuance. The home has a fully charged 3A40BC fire extinguisher, working smoke/carbon monoxide detector, fully stock First Aid Kit and mobile telephone. LPA observed and licensee confirmed that there no firearms or weapons of any kind located in the home. All individuals subject to criminal record review have a clearance or exemption and have been associated to this Family Child care home (FCCH). LPA requested and reviewed the file of 5 children in care. The children's files contained all required licensing forms including Parents rights, medical consent forms and identification and emergency contacts. The facility roster was review and copies were obtained. The licensee conducts fire and disaster drills twice a year and the last was conducted on 9/22/2025. Licensee has all required licensing forms needed when children are enrolling in care. CPR/First aid certificate was completed and expires on 4/2027 and Mandated Reporter training was completed on 2/25/2025. All required forms are posted and visible for public review upon entry to the home. The licensee is in compliance with the immunization laws which pertains to all childcare providers. Licensee was reminded that training certificates must be renewed every 2 years. Licensee mother has waiver on file for Mandated Reporter training. LPA advised licensee that Mandated Reporter training is now available in Vietnamese. Licensee will have mother take the training and submit training certificate to LPA once completed. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
