What the inspector wrote

Licensing Program Analyst (LPA) Jyoti Saini met with director, Stephany Marchena Chavez for an unannounced Annual Random Inspection. The center is a preschool with a toddler component. LPA disclosed the purpose of the inspection and was granted entry by staff. At the time of the inspection, there were director, and 19 staff members supervising 53 children. The facility operates out of seven classrooms and runs Monday through Friday from 7:00 a.m. to 5:30 p.m. The facility was inspected indoors and outdoors for health and safety hazards, and the following was observed: The center has a working fire alarm system, functioning smoke and carbon monoxide detectors, a fully charged fire extinguisher, and a working telephone. No bodies of water were observed during the inspection, and per director, no firearms are stored on site. The center is clean, well-maintained, and free of hazards, with appropriate temperature and ventilation. All furniture is in good condition. The program provides snacks and breakfast and requires parents to bring lunch. Each child has designated and labeled cubbies. The classrooms include required postings, and the facility is designated as a nut-free zone. Each child has a separate blanket and sheet; per staff, bedding is washed weekly. The last emergency drill was conducted on 06/2025 was properly logged. The outdoor play area for toddlers is separate from that of the preschoolers. The toddlers\342\200\231 classroom play area is sectioned into three distinct zones. The playground is equipped with age appropriate play structures, all in good condition.The facility utilizes the Bright wheel app for signing children in and out. The center roster was reviewed, and a copy was obtained. Staff records confirm that all personnel have criminal record clearances, current Pediatric First Aid/CPR certifications, and completed Mandated Reporter training on file. LPA reviewed the food storage and observed that all food is kept in its original packaging. The facility documents sleep checks for infants every 15 minutes. During inspection, Criminal Record Clearance - Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Safe Sleep - LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Lead Testing \342\200\223 CCC COMPLETED TESTING Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP .
