What the inspector wrote

On September 5, 2024, Licensing Program Analyst (LPA) Lorraine Dacanay Breaux conducted an unannounced Annual Required Inspection and met with the facility representative, Caroline Yu-Esteybar. LPA disclosed the purpose of the inspection and was granted entry into the facility. LPA provided LIC 125. There were forty-nine (49) children present during this inspection and twelve (12) additional staff member (includes administrative staff). The facility was toured inside and out for a health and safety inspection. The hours of operation are 08:30 AM- 05:30 PM, Monday -Friday. Facility cares for children starting at the age of 18 months. CLASSROOMS : Six (6) classrooms was inspected around 10:15 AM and teacher child ratio was observed. There are adequate play and learning materials available. The floors, furniture, and equipment are age appropriate and in good repair. There is adequate heating/air conditioning, ventilation and lighting. Drinking water is available inside and outside of the center. There is proper individual storage space for each child. The isolation area for sick children is the director's office, away from other children in care. FOOD SERVICE AREAS: This facility has a kitchen and provides breakfast, lunch, and snacks for the children. There are weekly menus posted at the facility. LPA observed an area where they have a refrigerator this area is clean and free of evidence of rodents. Food is protected from contamination and, LPA reminded staff to discard immediately any expired and/or contaminated food. Pesticides and other similar toxic substances are not stored in cabinets that contains food. All storage containers for solid waste have tight fitting covers that are in good repair. BATHROOMS: The children's bathroom is separate from the staff's bathroom and all of the sinks and faucets are in safe and sanitary operating condition. The children can reach the sinks and toilets and the paper towels and soap are available to the children. In the Daisy classroom there is a diaper changing table that is in arms reach of the sink. LPA reminded facility representative to ensure that staff is daily cleaning the diaper changing area completely (under the mat). See 809-C. Records: At 10:50 AM, LPA Breaux requested and reviewed children and staff files. All individuals subject to criminal record review have a clearance and have been associated to the facility. LPA reviewed 12 children\342\200\231s files and eight (8) staff files. LPA reviewed the facility roster & personnel report and copies were obtained. At least one opening/closing staff member has a current Pediatric CPR/First-Aid Certification. Mandated Reporter certificates were reviewed. Director was reminded of their responsibility to renew CPR/First Aid and Mandated Reporter certificates every two years. The center is in compliance with sign in and out procedure. Emergency Drills are recorded and performed at least every six months last one was conducted on 08/20/2024. All required documents are posted in a publicly accessible area. OUTDOOR PLAY AREA : The outdoor area has two sections to separate the age groups. The larger yard has a play structure with a slide that has cushioning to absorb falls. There are no bodies of water, or free standing water accessible to children. Facility representative confirmed there are no swimming pools and/or bodies of water at the facility during today's inspection. There are age appropriate toys and materials for the children. The playground had large trees to provide shaded for children. The playground is fully fenced and all equipment and surfaces are free from hazards. The center has a working smoke detector, working carbon monoxide detector located in the hallways, working telephone, pull down fire alarm, and eight (8) fully charged 2A10BC fire extinguishers which meets standards established by the State Fire Marshal. Criminal Record Clearance : Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Unusual Incident/Student Injury Report: Effective August 1, 2003 California Law requires Child Care Licensees to report unusual incidents or injuries to children in care to child\342\200\231s parents and to the Department of Social Services using the Unusual Incident/Injury Form (LIC 624). Incidents must be reported within 24 hours to the regional office by phone and the written report, LIC 624, within 7 business days. LIC 809-C Safe Sleep: LPA discussed the safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS): Individual Medical Services (IMS) policy was discussed. This facility provides IMS to children in care. Facility is following IMS plan on file. When any changes to the IMS plan is made, an updated Plan for Providing IMS must be submitted to the Department.
