What the inspector wrote
On October 29, 2025, at approximately 11:50 AM,
Licensing Program Analyst (LPA)
Elimika Woods
conducted an unannounced
Annual Random Inspection
and met with Director
Vanessa Stevenson.
LPA disclosed the purpose of the inspection and toured the facility, both indoors and outdoors, for a
health and safety inspection. There were 46 preschool-age children and eight (8) staff members present during today\342\200\231s inspection. The facility\342\200\231s hours of operation are Monday through Friday, 8:30 AM to 5:30 PM.
Records Review
All individuals subject to a criminal record review have received clearance or an exemption and are associated with the facility. LPA conducted a census of the children, which matched the 46 electronic sign-ins recorded in the ProCare App. At approximately 12:15 PM, LPA reviewed three (3) children\342\200\231s files. All files contained the required Personal Rights, Parent\342\200\231s Rights, Medical Consent, and Identification & Emergency Information forms. At approximately 12:35 PM, LPA reviewed three (3) staff files. Each file contained the required Health Screening and Employee Rights forms. At least one opening and closing staff member holds a current CPR and First Aid Certificate.
Safety, Fire, and Emergency Preparedness
LPA tested the
carbon monoxide detector
located in the hallway and found it to be functioning properly. The center is equipped with
wired smoke detectors
that automatically notify the
fire department
when activated. According to the Director, the smoke detection system is fully functional and serviced regularly. The center also maintains a working telephone, pull down fire alarm system, first aid kits, emergency backpacks, and multiple fully charged 3A40BC fire extinguishers, all of which meet the standards established by the State Fire Marshal. Disaster drills are conducted at least once every six months, with the most recent drill conducted on September 16, 2025. All required postings were observed in areas accessible to the public.

Physical Plant / Indoor Space
At approximately 12:00 PM, LPA inspected all six (6) classrooms and observed teacher-child ratios to be in compliance. The classrooms were arranged to allow children to explore different learning areas safely and independently. Adequate play and learning materials were available. Floors were clean and well maintained, and the furniture was appropriately sized for preschool-age children. The play equipment was observed to be age-appropriate and in good repair. Each child has individual storage space for their personal belongings. The isolation area for ill children is located at the reception desk area, separate from children in care.
This facility provides both snacks and lunch for the children in care. Weekly menus are posted at the center for parents to review. The center has a kitchen area that is
off-limits to children.
LPA observed the refrigerator and overall kitchen area to be clean, organized, and free of evidence of rodents or pests. LPA reminded the director that all persons engaged in food preparation and service must maintain proper personal hygiene and follow food service sanitation practices to prevent contamination. No pesticides or other toxic substances were observed stored in or near food preparation or storage areas.
This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. LPA Observations During Inspection
LPA observed the children in their classrooms eating lunch at the tables. The children were well-behaved and curious about LPA\342\200\231s presence in the classroom. LPA explained that the purpose of the visit was to conduct a health and safety inspection to ensure the facility is safe for children in care. After lunch, LPA observed some children resting on their individual cots with their own covers. Staff members were appropriately positioned in the rooms at angles that allowed clear supervision of every child. Some children used the restroom before resting, while others engaged in quiet conversation with staff.

LPA inspected the staff restrooms and was informed by a facility representative that they are separate from the children\342\200\231s restrooms. The children\342\200\231s restrooms are located inside the classrooms. LPA verified that all toilets were in proper working condition by flushing each one to ensure there were no overflow issues. Adequate supplies of soap, toilet tissue, and paper towels were available for children\342\200\231s use.
The outdoor playground area is fully fenced and was observed to be free of defects or hazardous conditions during today\342\200\231s inspection. Trees provide natural shade for children while at play. The playground includes a play structure with a slide anchored securely to the ground. All play equipment was age-appropriate and in good repair. Playground equipment includes play cars, teeter-totters, benches, hoop courts, climbing structures, playhouses, balls, and play tunnels.
California Law requires Child Care Centers licensees to
report unusual incidents
or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone, fax, or electronic mail. The director was also reminded that Mandated Reporter Training ("General" and "Child Care Providers") is required for all staff and is to be renewed every 2 years by visiting

The director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
The director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
There are no deficiencies cited today. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the director,
