What the inspector wrote

Licensing Program Analyst (LPA) Jyoti Saini met with Director Susan Neiberger for an unannounced Annual Random Inspection. LPA disclosed the purpose of the inspection and was granted entry into the facility. In addition to the director and assistant director, there were 11 children and three staff members present. The facility operates Monday through Friday from 8:00 a.m. to 6:00 p.m. in Room #7 (Toddler 2), Room #6 (Toddler 1), and Room #5 (Infant), although Room #6 is currently not in use. The facility was inspected indoors and outdoors for health and safety hazards. The center has a working smoke and carbon monoxide detector, a fully charged fire extinguisher, and a functioning telephone. Upon arrival, LPA observed children eating breakfast in each classroom. No bodies of water were observed during the inspection, and all furniture was in good repair. Each child has a labeled cubby for personal belongings. LPA observed the napping area, which contains see-through cribs free of objects. According to the director, infant bedding and cots are cleaned daily, and the facility maintains extra bedding as needed. Files for infants under 12 months include Individual Infant Sleep Plans (LIC 9227), and the facility documents sleep checks every 15 minutes using the My Brigh day app, which records sleep position (tummy,back left, right, or side) and the staff member conducting the check. All infants\342\200\231 food items are labeled and properly stored in the refrigerator. Children bring their own water bottles, which staff refill using a Brita jug. LPA reviewed food storage and observed that all items were either in their original packaging or labeled with expiration dates. Required postings were visible in the classroom. The most recent emergency drill was conducted on 02/26/2026 and is properly logged. The facility uses the My Bright Day app for child sign-in and sign-out. The center roster was reviewed, and a copy was obtained. A review of five children\342\200\231s files and two staff files was completed. All staff members have criminal record clearances, and opening and closing staff have current CPR and First Aid certifications as well as completed Mandated Reporter training. see next page.. Criminal Record Clearance - Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Safe Sleep - LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Lead Testing \342\200\223 CCC COMPLETED TESTING Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP .
