What the inspector wrote
On October 22, 2025 at approximately 12:10 PM Licensing Program Analyst (LPA) Dacanay Breaux arrived at the home and was granted entry by licensee, Alpa Nagar. LPA provided LIC 126. LPA Breaux met with licensee Alpa Nagar for the purpose of conducting an
Unannounced 1 year Annual/Random Inspection
. Present in the home for today\342\200\231s inspection was the licensee, licensee's fingerprint cleared husband, and adult son, there are no children in care. The hours of operation is Sunday - Saturday
, 6:00 AM to 6:00 PM.
This is a two story home, 4 bedrooms and 3 bathrooms.
ON LIMIT AREAS:
Family room, living room, kitchen, bathroom on first floor.
OFF LIMIT AREAS: The entire second floor
, all upstairs bedrooms, including master bedroom/bathroom, the bedroom located on the first floor, two car garage, and front yard. There is a gate at the base of the stairs to prevent access.
ISOLATION AREA:
Family room away from the other children in care until the parents arrive. Off limits area is made inaccessible by use of safety gates, closed doors and visual adult supervision. The home has heating and ventilation for safety and comfort.
Outdoor play area
is located in the licensee's backyard and is fully fenced and in good condition with no hazardous materials accessible to children in care. There are no other pools, hot tubs, or any other bodies of water present in the on-limit areas during today\342\200\231s inspection. Licensee confirmed there are no pools/hot tubs. There is a water foundation in the rear yard, that is empty, per licensee there is a pump to drain any water from the fountain and is separate by a wooden fence. Licensee does not provide transportation. Per licensee resides in the home. Per licensee, there are no firearm in the home. All Detergents, cleaning compounds, medications and other items which could pose a danger to children are stored and inaccessible to children. Licensee has age-appropriate toys and learning materials. The home has a fully charged 2A10BC fire extinguisher located in the kitchen near the sliding door, smoke detector, carbon monoxide detector (tested) and a working telephone.
The licensee completed CPR/First Aid certification expires on 03/16/2027 and has completed the mandated reporter training on 08/08/2024. Licensee is reminded of their responsibility to renew CPR/First Aid and Mandated Reporter certificates every two years. The licensee conducts and documents fire and disaster drills twice a year and the last conducted drill was on 07/3/2025. All required forms are posted and visible for public review.
Records:
LPA requested and reviewed children files and personnel records.
All children\342\200\231s files contained Identification & Emergency Information, Parent\342\200\231s Rights, and Medical Consent forms. During the record review, LPA checked the health records of the licensee and found that the licensee is in compliance with immunization requirements applicable to all childcare providers.

Criminal Record Clearance:
Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
MyChildCarePlan.org:
Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Safe Sleep:
LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at

as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Incidental Medical Services (IMS):
Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Unusual Incident/Student Injury Report:
Effective August 1, 2003 California Law requires Child Care Licensees to report unusual incidents or injuries to children in care to child\342\200\231s parents and to the Department of Social Services using the Unusual Incident/Injury Form (LIC 624). Incidents must be reported within 24 hours to the regional office by phone and the written report, LIC 624, within 7 business days.
Megan\342\200\231s Law:
During the exit interview, the licensee, Alpa Nagar confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
No deficiencies noted during today's visit. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Appeal rights were given and reviewed. Exit interview conducted and report was reviewed with the licensee, Alpa Nagar.
