What the inspector wrote

On April 17, 2026, Licensing Program Analyst (LPA) Simerjit Kaur arrived to the facility unannounced to conduct an complaint investigation and director Janet Billigsley self reported an unusual incident. LPA and director toured the facility for health and safety inspection. Present during the inspection were 24 infant age children and 8 staff members. During the interviews, it was disclosed an incident occurred on 4/16/2026. LPA received LIC 624 report from director C1 was restrained in high chair to prevent C1 from kicking food off the tray with feet. See 809D for deficiency. Notice of site visit and appeal rights are provided. Exit interview is conducted with Director Janet Billigsley.
