What the inspector wrote

Licensing Program Analyst (LPA) Jyoti Saini met with Director Rina Jarin for an unannounced Annual Random Inspection. LPA disclosed the purpose of the inspection and was granted entry into the facility by the director. During the inspection, the director and six staff members were supervising 16 infants. All staff have criminal record clearances on file. The facility operates Monday through Friday from 7:30 a.m. to 6:00 p.m. in Room #11 and Room #12. The facility was inspected both indoors and outdoors for health and safety hazards, and the following was observed: there is a working fire alarm system; the room has a functioning smoke and carbon monoxide detector, a fully charged fire extinguisher, and a working telephone available. LPA did not observe any bodies of water during the inspection. According to the director, no firearms are stored in the facility. Infant changing tables are within reach of a sink. Each child has a separate crib, and the classroom contains individual cubbies labeled with each child\342\200\231s name. Parents are required to bring snacks and lunch each day. LPA observed that each child\342\200\231s food and bottles were properly labeled. The classroom has all required postings. The last emergency drill was conducted on 05/02/2025 at 10:30 a.m. and is properly logged. The outdoor play area is fenced for supervision and is separate from the preschool play area. The play structure is age-appropriate, in good condition, and has sufficient cushioning underneath. The facility utilizes the Bright Wheel app to sign children in and out and to document 15-minute sleep checks. The center roster was reviewed, and a copy was obtained. A review of children\342\200\231s and staff files was completed. The facility has a record of Needs and Services Plan and an Infant Individual Sleeping Plan (LIC 9227). Opening and closing staff members have current Pediatric First Aid/CPR certificates on file. A review of three staff files indicated that all have current Mandated Reporter training documentation on file. During inspection, Criminal Record Clearance - Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Safe Sleep - LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Lead Testing \342\200\223 CCC COMPLETED TESTING Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP .
