What the inspector wrote

On 9/12/24 at approximately 12:00pm, Licensing Program Analyst (LPA) Briana Plumboy met with Director Nora Alvarez Tentle for an UNANNOUNCED ANNUAL REQUIRED INSPECTION for Kidango Reach Infant Center. Present for the inspection were the Director and 6 additional teachers who are all fingerprint cleared. The total children enrolled are 18 and the census was 16 children at the time of the inspection. The Child Care Center is within ratio. The center is open Monday through Friday from 7:30am until 5:30pm. The Child Care Center was toured to conduct a Health and Safety Inspection. The facility is located at the Reach Ashland Youth Center. The entrance is on the left side of the building. The children are signed in and out on a tablet with a program called Kindersign. There are two classrooms and a bathroom with three toilets for children to use. The classrooms have cubbies with children’s names on them with personal items placed in the cubbies. There are see through cribs. Changing tables are within arms-reach of a sink. The classrooms have chairs and tables equipped for children to use. LPA observed children napping on their cots with personal blankets and bedsheets. During today's inspection, there are no infants/ toddlers who are required to nap inside a crib. Each classroom has it own separate area for isolation for when a child is sick. The isolation area is the play area that is not in use during that time and is sanitized after the child is picked up. LPA observed the bulletin board (parent’s rights, emergency disaster plan, and facility license). All hazardous materials and toxins are kept out of reach from children and are not accessible during today's inspection. There is a fully charged fire extinguisher. There is also a working smoke detector, a carbon monoxide detector, a telephone and a fully stocked first aid kit. The furniture around the classroom and outdoor area are safe and free from any sharp edges during today's inspection. The learning materials are organized, and toys are kept in safety bins and cabinets for easy access for the children in care to utilize. The preschool provides breakfast, lunch, and pm snack. Water and 1% milk are provided to children in care, as well milk alternatives for infants with restrictions. The facility provides all the food, and for children with special dietary needs with a medical statement. LPA observed a snack and meal menu that is posted in each classroom and the outdoor hallway. Continue 809-C LPA Plumboy observed the outdoor play area which consist of play structure with a slide. There is a soft cushion all around the play structure to absorb falls. There is also a sand play area. The outdoor play space has age appropriate equipment. The outdoor play area is fenced all around with secured gates. There is plenty of shade outdoors. There are no bodies of water on the premises during today's inspection. There are no firearms on premises of the childcare center. The last documented drill was conducted on 8/28/24. This facility does provide incidental medical services (IMS) to the children. LPA reminded Director Nora Alvarez Tentle to have all prescribed and non-prescribed medications to have original containers with unaltered labels. The center has LIC 9221 (Parent Consent for Administrating Medications form) on file for each child. Incidental Medical Services (IMS) policy was discussed. This facility provides IMS to children in care. The facility is following and have developed IMS plan on file. When any changes to the IMS plan is made, an updated Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm .” Director Nora Alvarez Tentle was reminded that all adults 18 and over including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed facility. A civil penalty of $100.00 minimum/day up to $3000.00 maximum per day/per person will be assessed if this regulation is violated. Director Nora Alvarez Tentle was reminded that California Law requires licensed Child Care Centers to report unusual incidents or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone, fax, or electronic mail. See 809-C for continuance LPA informed the Facility Representative that all forms can be downloaded at www.ccld.ca.gov and encouraged the Facility Representative to email childcareadvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. Facility representative was also reminded that Mandated Reporter Training ("General" and "Child Care Providers") is required for all staff and is to be renewed every 2 years by visiting www.mandatedreporterca.com . Facility Representative is reminded any structural changes to the center or additions to the child care facility must be reported to Community Care Licensing. Facility Representative was reminded of Departments inspection authority, with our without any notice. There are no deficiencies cited during today's inspection. This report shall remain on file for 3 years. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted with Director Nora Alvarez Tentle.
