What the inspector wrote
On August 20, 2025, Licensing Program Analyst (LPA) K. Medrano met with Director Nora Alvarez Tentle for an unannounced annual required inspection of Kidango Reach Infant Center. Present during the inspection were the Director and eight additional associated teachers. The total number of children enrolled is 22, with 19 children present at the time of the inspection. The center was operating within the required teacher-to-child ratio. The facility operates Monday through Friday, from 7:30 AM to 5:30 PM, serving infants 0 to Two years old with a toddler component (18-36 months.)
The facility is located at the Reach Ashland Youth Center, with the entrance on the left side of the building. Children are signed in and out using a tablet-based program called Kindersign. The center includes two classrooms and a bathroom with three child-accessible toilets. Each classroom has cubbies labeled with children’s names for storing personal items. There are see-through cribs and changing tables positioned within arm’s reach of sinks. Classrooms are furnished with child-sized tables and chairs. During the inspection, LPA observed children napping on cots with personal blankets and bedsheets. Each classroom has a designated isolation area for sick children, either in the director’s office or the infant crib area, depending on the situation. The director was reminded that the isolation area must not be used by other children during illness and must be sanitized after use.
LPA observed the bulletin board displaying the Parent’s Rights poster, Emergency Disaster Plan, and Facility License. LPA also discussed the required postings for lead testing (LIC 9275, LIC 9276, and LIC 999) and advised the director to ensure these are posted for public view. All hazardous materials and toxins were observed to be stored out of children’s reach. The facility has a fully charged fire extinguisher, working smoke and carbon monoxide detectors, a telephone, and a fully stocked first aid kit.

The classroom and outdoor furniture were safe and free of sharp edges. Learning materials were neatly organized, and toys were stored in safety bins and cabinets for easy access by children. The center provides breakfast, lunch, and an afternoon snack. Based on observation, water and 1% milk are available to children, along with milk alternatives for infants with dietary restrictions. All food is provided by the facility, including accommodations for children with special dietary needs supported by a medical statement. A snack and meal menu were observed posted in each classroom. Staff files reviewed during the inspection showed current CPR and First Aid certifications.
The director confirmed that at least one certified staff member is present at all times, including during off-site activities. Children’s files were reviewed and found to be complete and up to date. The last documented fire/disaster drill was conducted on July 31, 2025. The facility conducts emergency drills monthly in accordance with Kidango policy. LPA confirmed that the teacher-to-child ratio was in compliance during the inspection. The director acknowledged understanding of the facility’s license conditions, limitations, and capacity specifications, and affirmed that children are always visually supervised. Trash cans used for solid waste have tight-fitting lids.
LPA Medrano observed the outdoor play area, which includes a play structure with a slide and soft cushioning to absorb falls. There is also a sand play area and appropriate equipment for the children served. The outdoor space is fully fenced with secured gates and provides ample shade. No bodies of water were observed. Staff reported that water play is conducted with water kept under two inches and removed after use. There are no firearms on the premises.
Director Nora Alvarez Tentle was reminded that California law requires licensed childcare centers to report unusual incidents or injuries involving children to both the child’s parents and the Department of Social Services using the Unusual Incident/Injury Report (LIC 624). These incidents must be reported within 24 hours via phone, fax, or email.

LPA reminded Director Nora Alvarez Tentle to have all prescribed and non-prescribed medications to have original containers with unaltered labels. The center has LIC 9221 (Parent Consent for Administrating Medications form) on file for each child. The Director was informed about the Provider Information Notices (PINs) on CCLD website. The Director was reminded of Mandated Reporter Training available on CCLD website. Training must be renewed every two years. LPA discussed the safe sleep regulations with the facility representative and discussed the Child Care Licensing Safe Sleep webpage at

as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1CCP). LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP.

Nora, Facility representative, was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. To improve the quality and value of the new inspection process, a survey may be sent to the email address provided.
No deficiencies were issued during today’s inspection. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Facility representative, Nora.
