On 4/3/2023 Licensing Program Analyst (LPA) Sidney Cortez, met with Licensee Huang Jiejing for an Announced Capacity Increase Inspection and Annual Random Inspection. Present during the inspection was the Licensee, her fingeprint cleared parents (mother and father: Yongguang Huang and Ruilan Mo, and 6 children (3 infants, 3 school age). Licensee’s home was toured for a health and safety inspection. The facility operates from 7:30am – 6:00pm, Monday - Friday . ***The home has gained a fire clearance on 3/16//2023 fr om the Dublin Fire Department with the condition of having no children present on 2nd floor, and garage. The home is two stories which consists of 3 bedrooms, 1 study room, 2 bathrooms on the 2nd floor, and day care room, kitchen, dining area, 1/2 bathroom, garage and backyard on the 1st floor. The home is neat and clean with centralized heating and ventilation for safety and comfort. The OFF LIMIT AREAS are the entire 2nd floor which will be barricaded by a gate by the stairs during day care hours and garage on the 1st floor which will be inaccessible by closed and/or locked doors and visual supervision at all times. The ISOLATION AREA will be a section of the dining area. The BACKYARD play area is free from defects or dangerous conditions and is fenced. There are ample age appropriate toys that appear to be safe and in good condition. There are no pools, hot tubs or any other bodies of water. All hazardous materials and toxins are kept out of the reach of children and it was observed that there are no toxins or hazardous items accessible today. The home has a fully charged 2A10BC fire extinguisher , working smoke detector, working carbon monoxide detector, working telephone, and fully stocked First Aid Kit. The licensee CPR and First Aid certificate is current and expires : July 2023 . Mandated Reporter is current, and will expire at May 2024. The licensee conducts and documents fire and disaster drills twice a year with the last one conducted on Feb 2023. .2 Children files were reviewed, facility roster reviewed and copy obtained. The licensee is in ratio today. All REQUIRED forms are posted and visible for public review. Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. This home has been recommended for a capacity increase for a large family childcare home on 4/3/2023. There are no deficiencies cited. This report shall remain on file for 3 years. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Licensee Jiejing Huang.
