Inspector’s narrative

What the inspector wrote

Licensing Program Analyst (LPA) Jyoti Saini met with Director Sarah DeSousa for an unannounced Case Management Inspection. The purpose of the inspection was to discuss an unusual incident that occurred on 08/06/2025 and 08/07/2025 which was reported to the Community Care Licensing Division (CCLD) by the facility on 08/08/2025. Per facility an incident occurred between two children, identified as C1 and C2, in which C1 bit C2. The facility responded by implementing positive reinforcement as a disciplinary approach. Parents of both children were notified. LPA advised the facility to develop a written plan to address biting incidents. The plan should be created in collaboration with parents to support the children and help prevent future occurrences. Additionally, the facility was advised to closely monitor and shadow children who exhibit consistent biting behavior. It was recommended that these children be placed in a smaller group setting where one-on-one attention shall be provided . Director was reminded that California Code of Regulations (CCR) Title 22, Section 101223(a)(2), requires that children in care be provided with safe, healthful, and comfortable accommodations, furnishings, and equipment to meet their needs. No deficiencies were cited during today's inspection. A Notice of Site Visit was posted and must remain posted for a period of 30 days. An exit interview was conducted with Director Sarah DeSousa.
