What the inspector wrote

On September 8, 2023, Licensing Program Analysts (LPAs) Simerjit Kaur and Julia Placencia conducted an UNANNOUNCED ANNUAL REQUIRED INSPECTION . LPAs toured facility to conduct a Health and Safety Inspection. There were 12 infant children and 4 staff members present during the inspection. Hours of operation are Monday through Friday, 7:00am to 6:00pm. This component operates out of Room Caterpillar/infant and Room Butterflies/toddlers. The changing table is within arms reach of the sink. The equipment are in good condition, and floors are free of tripping hazards. The sinks were safe, sanitary and in operable condition. The kitchen/food preparation and storage areas appear to be clean and free of evidence of rodents. Disinfectants, cleaning solutions, poisons and other items that are dangerous to children were inaccessible during the inspection. All storage containers for solid waste have tight-fitting covers that are in good repair. There are no pools or similar bodies of water at this facility. Climbing equipment is properly anchored to the ground with adequate and appropriate cushioning material to absorb falls. There is a shaded area provided for the children. LPAs observed working carbon monoxide detector and a fully charged fire extinguisher and smoke detectors. All required postings are posted. The facility serves breakfast, lunch and AM/PM snacks. The medication and medical equipment/supplies are inaccessible to the children. Per director, there are no firearms present on the premises. A copy of the facility children’s roster was obtained. All required forms were posted in a public accessible area. There are no bodies of water accessible to children. Continue on LIC 809-C LPA reviewed children and staff members files. The opener and the closer, has current CPR/First Aid certificates (expires on 1/14/24). The center also conducts, and documents fire and earthquake drills and the logs show that drills were conducted on 8/10/23 . Sign in/out logs are maintained LPA discussed the Individual Infant Sleep Plan (LIC 9227) and infant/toddler sleep logs. Per director all sleep, feeding and diaper logs are logged via the center app Tadpoles, LPA verified logs via Tadpoles app with director. The assistant director was reminded that baby bouncers, exersaucers, johnny jumpers and similar items are not allowed in licensed day care center. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with and discussed the Child Care facility representative Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA also encouraged facility director to frequently visit our website at www.ccld.ca.gov for licensing regulations and updates, as well as all forms can be downloaded. For licensing updates and Quarterly Child Care Distribution email, email childcareadvocatesprogram@dss.ca.gov and ask to be added to the email list. There are deficiencies cited today.
