What the inspector wrote

Licensing Program Analyst (LPA) Jyoti Saini met with Director Sarah DeSousa for an unannounced annual random inspection. Upon arrival, LPA disclosed the purpose of the visit and was granted entry into the facility. At the time of inspection, the director and six staff members were present, supervising 16 infants. The facility operates Monday through Friday from 7:00 a.m. to 6:00 p.m., utilizing Room #1 (Butterflies) and Room #8 (Caterpillars). The inspection covered both indoor and outdoor areas for health and safety compliance. The facility has a working fire alarm system, functioning smoke and carbon monoxide detectors, a fully charged fire extinguisher, and an operational telephone. No bodies of water were observed, and the facility representative confirmed that no firearms are stored on-site. The center was clean, well ventilated, maintained at a comfortable temperature, and free of hazards. Furniture was in good condition, and infant changing tables were located within reach of sinks. Each infant had a separate crib, and according to the director, bedding is laundered daily by the facility and sent home on Fridays for additional washing. LPA observed that all food and bottles were properly labeled, and required classroom postings were in place. The last emergency drill was conducted on July 21, 2025, and was properly documented. The outdoor play area was securely fenced, separated from the preschool play area, and equipped with age-appropriate structures and adequate cushioning. The facility utilizes the Tadpoles app to sign-in/sign-out and to record 15-minute sleep checks. A review of the center roster was completed, and a copy was obtained. Children’s files included Needs and Services Plans, and Infant Individual Sleeping Plans (LIC 9227). All staff members had criminal record clearances, current Pediatric First Aid/CPR certifications for opening and closing staff, and completed mandated reporter training. During inspection, Criminal Record Clearance - The Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Safe Sleep - LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Lead Testing – CCC COMPLETED TESTING Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP.
