What the inspector wrote

The following was reported to The State of California Department of Social Services (DSS), Community Care Licensing (CCL), Oakland Regional Office: On 10/06/2025 at approximately 7:45 am, Bright Future Early Learning Center was out of ratio for about an hour and had staff without the proper qualifications providing care to children. It was reported Staff, S1 and S2, were providing care and supervision to pre-school children for approximately one hour (between 7:45 am to 8:45 am). S1, is a Teacher - they have completed 9 units of Early Childcare Education (ECE). S1 is enrolled to complete additional ECE units to qualify as a Fully Qualified Teacher by December 2025. S2, is an Aide - they currently have not completed any ECE units, but are in progress and enrolled for the 6 ECE units. Interviews conducted revealed Lead Fully Qualified Teacher, staff (S3), arrived on site at approximately 8:45 am or 9:00 am. Additionally, Staff (S4) had called out sick on 10/06/2025. The facility had also self-reported the incident on 10/09/2025 to the Oakland Regional Office. Director did contract a substitute for the day to mitigate the situation, however the substitute arrived at approximately 10:00 am. Director was also out sick for the day. Per regulation 101216.1(b)(2)(c) Teacher Qualifications and Duties, a Teacher shall have on-site supervision by a fully qualified teacher. Interviews indicated S1 and S2 were providing care to pre-school children without the supervision of a Fully Qualified Teacher as required. Based on the interviews and information obtained throughout the investigation, the preponderance of evidence standard has been met. Therefore, the allegations are SUBSTANTIATED . Deficiencies cited (see LIC 9099-D page) from the California Code of Regulations, Title 22, Division 12, Chapter 1. Failure to correct the deficiencies and/or repeat deficiencies within a 12 - month period may result in civil penalties. Appeal Rights Provided. Exit interview conducted with Director Ayisha Lopes whose signature confirms receipt. A notice of site visit was given and must remain posted for 30 consecutive days.
