What the inspector wrote

On 01/26/2026 at 2:00 PM, Licensing Program Analyst (LPA) Christina Watts conducted an Case Management Inspection at Bright Future Early Learning Center. LPA met with Interim Director, Porshia Lewis and explained the purpose of today's inspection. During today's inspection, there were 23 preschool children with 4 staff in one classroom. Director stated there are 26 preschool children enrolled. LPA is following up on an self reported Unusual Incident Report submitted to licensing on 10/06/2025. LPA toured the facility, observed classroom, reviewed files, conducted interviews and obtained relevant documents. LPA has determined per interviews and record reviews that on 10/06/2025, the facility was out of ratio for about an hour in the morning (from 7:45 AM - 8:45 AM) with 10 preschool children and 2 aides. Per interviews, an qualified staff came to the facility at 8:45 AM. California code of regulation, Title 22 stated that the facility is required to be in ratio at all times and to ensure that their is enough qualified staff to care and supervise incoming children. LPA also discussed Director's qualification paperwork with Interim Director, Porshia Lewis and printed out documents for Interim Director to complete. LPA Christina Watts informed Interim Director, Porshia Lewis that this report dated 01/26/2026 documents a Type B citation. Type B citation(s) are a potential risk(s) to the health, safety, or personal rights of children in care. *SEE LIC 809-D FOR DEFICIENCIES* Exit interview conducted and report was reviewed with the Interim Director, Porshia Lewis. A Notice of Site Visit was given and must remain posted for 30 consecutive days.
