What the inspector wrote

On 02/06/2026 at 9:35 AM, Licensing Program Analyst (LPA) Christina Watts conducted an Case Management Inspection at Bright Future Early Learning. LPA met with Lead Teacher, Razika Tougaoua and explained the purpose of today's inspection. Interim Director, Porshia Lewis was not present during today's visit. During today's inspection, there were 26 preschool children with 5 staff in 1 classroom. Lead Teacher stated there are 27 preschool children enrolled. LPA received information from their last visit (01/26/2026) regarding an incident that occurred on 01/23/2026. LPA toured the facility, observed classrooms, conducted interviews and obtained relevant documents. On 01/23/2026, S1 was sitting near the preschool classroom on the phone during naptime. Interviews stated C1 was tapping on the window when S1 came inside the classroom, picked up C1 and threw C1 on the cot. Interviews stated S2 told S1 to "be careful" and S1 told S2 "This is not good. (C1) is not sleeping" and left the room. California code of regulation, Title 22 stated that staff are to treat children with dignity and respect by not placing their hands on children. California code of regulation, Title 22 also stated the facility has to report any unusual incidents to licensing within 24 hours of occurrence or knowledge. This facility is out of compliance with Title 22 regulations. LPA Christina Watts informed Lead Teacher, Razika Tougaoua that this report dated 02/06/2026 documents 2 Type B citations. Type B citation(s) are a potential risk(s) to the health, safety, or personal rights of children in care. *SEE LIC 809-D FOR DEFICIENCIES* Exit interview conducted and report was reviewed with the Lead Teacher, Razika Tougaoua. A Notice of Site Visit was given and must remain posted for 30 consecutive days.
