What the inspector wrote

Based on LPA Estoesta's conducted interviews, and record review, the preponderance of evidence standard has been met, therefore the above allegation is to be SUBSTANTIATED. The licensee is in violation of Child\342\200\231s Personal Rights Section 101223 (a)(3) To be free from corporal or unusual punishment, infliction of pain, humiliation, intimidation, ridicule, coercion, threat, mental abuse, or other actions of a punitive nature. LPA Estoesta informed the Site Director that this report dated 4/3/2024 included a Type B Citation which shall be posted for 30 consecutive days as there is a potential risk to the health, safety, or personal rights of children in care.
