What the inspector wrote

On 1/31/24 at 10:45am, Licensing Program Analysts Briana Plumboy and Dealia Frison met with licensee Shanthala Raveendra for an UNANNOUNCED RANDOM INSPECTION. Present for this visit was 3 infants, 10 preschool age children, fingerprint clear and associated assistant Pinderjit Kaur, and licensees husband/assistant Raveendra Narayanappa. The licensee is out of ratio during today's inspection. The home was toured to conduct a Health and Safety Inspection. The facility currently operates Monday through Friday from 8:30am until 6:00pm. The home is 2 stories. The ON LIMITS areas are: the living room, dining area, downstairs bathroom, powder room, family room, bedroom #5/nap room, bedroom #6, kitchen and backyard. The OFF LIMITS areas are: the entire second floor and the garage. The ISOLATION AREA will be the living room. There is a gate located between the living room and family room during today's inspection to prevent access to the stairs, as well as a gate located at the bottom of the stairs. The BACKYARD play area is fenced. Licensee is aware the passageway to the second exit of the home must be clear at all times. There are toys. There are no pools, hot tubs or any other bodies of water present on the premises during today's inspection. There is a water fountain located in the backyard and filled with rocks. All hazardous materials and toxins are kept out of the reach of children and it was observed that there are no toxins or hazardous items accessible during today's inspection. The home has a fully charged 2A10BC fire extinguisher, smoke detector, carbon monoxide detector, and working telephone. The licensee, Raveendra Narayanappa, and Pinderjit Kaur's CPR and First Aid certificates are current and expire 6/24/25. The licensee completed and received a certificate in mandated reporter training on 7/6/23, Raveendra Narayanappa mandated reporter training is expired, and assistant Pinderjit Kaur has a waiver for mandated reporter until it is available in her native language. The licensee, Raveendra Narayanappa, and Pinderjit Kaur are in compliance with the immunization law. The fireplace is barricaded to prevent access by children. Per licensee, there are no firearms in the home. The licensee conducts and documents fire and disaster drills twice a year with the last one conducted on 10/20/23. Facility roster reviewed and copy obtained. All REQUIRED forms are posted and visible for public review. See 809-C for continuance Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was encouraged to frequently visit our website at ccld.ca.gov for licensing regulations and updates. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-carelicensing/subscribe and select the Child Care option to receive email communication. Family Child Care Homes Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. See 809-C for continuance LPA discussed the safe sleep regulations with licensee Shanthala Raveendra and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep , as an additional resource. LPA also informed licensee Shanthala Raveendra of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. During the exit interview, the Licensee Shanthala Raveendra confirmed that there are no Registered Sex Offenders living in the facility. The attached Type A deficiency is cited today. Upon receipt, licensee shall post for 30 days and provide copies of this licensing report to parent/guardians of children in care at the facility and to parent/guardians of children newly enrolled at the facility during the next 12 months. LIC 9224 Acknowledgement of Receipt of Licensing Reports should be signed by guardians and placed in each child\342\200\231s file. A notice of site visit was given and must remain posted for 30 days. See 809-D for deficiencies today's inspection. Appeal rights provided and discussed. Exit interview conducted and report was reviewed with licensee Shanthala Raveendra.
