What the inspector wrote

On October 27, 2025 at approximately 11:50 AM, Licensing Program Analyst (LPA) Lorraine Dacanay Breaux met with licensee Kiran Raikar for the purpose of conducting an Unannounced Annu al/Random Required Inspection for Health and Safety. Present for the inspection was licensee and one (1) fingerprint cleared staff, licensee's fingerprint mother, and two (2) preschool children in care. Licensee provides care for children starting at the age of 2.5 years. Hours of operation Monday - Friday 8:15 AM - 5:30 PM. The facility is a two story home consisting of 2 Bedrooms and 2 bathrooms. ON LIMITS AREAS: Kitchen, living room (main daycare area), one bedroom across from the bathroom, main bathroom, and the rear yard. OFF LIMITS AREAS: Entire second level, loft area, master bedroom and bathroom, and attached two car garage. Isolation Area: A section in the living room away from the children in care, until the parents arrive. Off-limit areas will be inaccessible by closed and/or locked doors, child safety gates and/or by supervision. The home is neat and clean, with heating and ventilation for safety and comfort. The facility had a working smoke detector and carbon monoxide detector (both tested and functioning), working telephone, fully stocked first aide kit and fully charged 3A40BC fire extinguisher (kitchen). Per licensee, there are no firearms in the home. Per licensee, she resides in the home, does not provide over night and does not provide transportation. LPA did not observe any bodies of water such as pools or hot tubs during today's visit. Licensee confirmed there are no pools/bodies of water at the home. There are no hazard material accessible to children during today's visit all poisons, detergents, and medication were also inaccessible to children in care. The fireplace is blocked with furniture in the living room to prevent access to children in care. 809-C The licensee is in compliance with the immunization laws and has completed the mandated reporter training on 05/5/2024. Licensee is reminded of their responsibility to renew CPR/First Aid and Mandated Reporter certificates every two years. The licensee conducts and documents fire and disaster drills twice a year and the last conducted drill was on 09/11/2025. All required forms are posted and visible for public review. Records: At 12:20 PM, LPA Dacanay Breaux requested and reviewed children\342\200\231s files and personnel records. LPA reviewed 2 children files. All children\342\200\231s files contained Identification & Emergency Information, Parent\342\200\231s Rights, and Medical Consent forms. During the record review, LPA checked the health records of the licensee and found that the licensee is in compliance with immunization requirements applicable to all childcare providers. There is a current roster available for review and copies obtained. Criminal Record Clearance: Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. MyChildCarePlan.org: Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Page 2 of 3 ***Continued on LIC 809C*** Safe Sleep: LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Per licensee does not administer medication at this time. Incidental Medical Services (IMS): Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Unusual Incident/Student Injury Report: Effective August 1, 2003 California Law requires Child Care Licensees to report unusual incidents or injuries to children in care to child\342\200\231s parents and to the Department of Social Services using the Unusual Incident/Injury Form (LIC 624). Incidents must be reported within 24 hours to the regional office by phone and the written report, LIC 624, within 7 business days. Megan\342\200\231s Law: During the exit interview, the licensee, Kiran Raikar confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. One (1) deficiency issued today: \302\267 Type B Violation: Licensee and assistant does not have a current CPR/First Aid Certificate. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
