What the inspector wrote

On February 6, 2026 at approximately 10:10am, Licensing Program Analyst (LPA) Simerjit Kaur arrived at the facility for an UNANNOUNCED ANNUAL RANDOM INSPECTION. LPA met with licensee Shruti Agarwal. There were 3 children and fingerprint cleared assistant Kavya Moningi present during the inspection. Also, residing in the home are licensee's fingerprint cleared husband Rahul Agarwal, mother-in-law Shikha Agarwal, father-in-law Radha Agarwal and licensee's 1 school age child (thirteen year old). Hours of operation for child care are Monday through Friday, 7:30am to 5:30pm. The facility is a two story house. The following was observed during today\342\200\231s inspection: CAPACITY: The facility operates as a Family Child Care Home (large), which may have a maximum capacity of twelve (12) to fourteen (14) children. At time of inspection, there were 3 children (1 infant age child and 2 preschool age children), and assistant Kavya Moningi. ON LIMIT AREAS (accessible to children in care) : Main House Living room, family room, kitchen, half bathroom, backyard, Additional Dwelling Unit (ADU)- day care Room with Kitchen area, Nap room, bathroom, and the Backyard. LPA observed the facility to be clean and in good repair, with heating and ventilation for safety and comfort. There are ample age appropriate toys that are observed to be safe and in good condition. The backyard has a fence surrounding the perimeter of the yard. LPA did not observe any dangerous conditions, nor any hazardous or toxic items accessible to children in the ON Limit areas of the facility today. OFF LIMIT AREAS (not accessible to children in care): second floor of the main house, converted garage, and shed in the backyard. OFF Limit areas are inaccessible by closed and/or locked doors and visual supervision. Licensee is advised to contact Licensing Department, so that an inspection can be completed prior to changing an OFF Limit area to ON Limit. Page 1 of 4 EMERGENCY PREPAREDNESS/SAFETY: Facility has a fully charged 3A40BC fire extinguisher. Smoke and carbon monoxide detectors were tested and found to be functioning. Facility has working telephone service. Per licensee, there are no firearms in the home. Licensee conducted fire drill on 1/6/2026. STAFF/CHILDREN RECORDS REVIEW: Licensee and all adults living and/or working in the home have proper criminal background clearances. Licensee, husband Rahul Agarwal, mother-in-law Shikha Agarwal, father-in-law Radha Agarwal has current CPR/First Aid training, which expires on 6/18/2027. Licensee\342\200\231s mandated reporter training completed on 8/9/2025, husband Rahul Agarwal completed on 2/3/2026, mother-in-law Shikha Agarwal completed on 4/22/2026 . Assistant Kavya Moningi 's First Aid?CPR expire on 9/13/2027 and mandated reporter training completed on 2/26/2025. Licensee is in compliance with immunization law. LICENSING POSTING (required): All REQUIRED forms are posted and visible for public review: Facility license, Notification of Parents\342\200\231 Rights, Earthquake Preparedness, Emergency Disaster Plan. Licensee was reminded that exersaucers, baby walkers, bouncers, jumpers, and similar items are not allowed and that smoking is prohibited in the home during day care hours. Licensee maintained children's roster and LPA obtained a copy. Licensee has 1 dog. The facility provides breakfast, lunch, and snacks to children. Licensee stated all diapering materials are brought from the children\342\200\231s home. There are no pools or any other bodies of water on the premises today. Licensee was reminded that California law requires Licensees to report unusual incidents and/or injuries to children in care, to the child's authorized representatives, and to Community Care Licensing Division (CCLD) within 24 hours by phone. Within seven (7) days of the incident, Licensees must submit the Unusual Incident/Injury form (LIC 624B) to CCLD. Licensee was reminded that any structural changes or additions to the home must be reported to CCLD. Children\342\200\231s Roster must be properly maintained, and fire/disaster drills must be conducted every six (6) months and documented. Page 2 of 4 EMSA approved Pediatric CPR & First Aid training must be completed every two (2) years. Mandated Reporter Training ("Child Care Providers") is required for all staff and is to be renewed every two (2) years by visiting mandatedreporterca.com/. LPA informed Licensee that all forms can be downloaded at www.ccld.ca.gov. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
