What the inspector wrote

A Prelicensing Visit was conducted today on 6/21/21 by Licensing Program Analyst (LPA) Melissa Domantay and Licensing Program Manager (LPM) Mayla Mendoza. LPA and LPM met with Owner/Executive Director, Coralie Sobhani and head teacher Chloe Charbonnier. The applicant has submitted an application for a brand new preschool license . The program will operate from 8:000AM - 6:00PM in 6 classrooms. A health and safety inspection was conducted inside and outside and the measurements are as follows: INDOORS: 1709.343 square feet = 48 children OUTDOORS: 3874.11 square feet = 51 children The center has obtained an approved fire inspection clearance from the Oakland Fire Department on 0 5/26/21. The fire clearance is approved with a capacity of 48 preschoolers, 2 years to First Grade Entry. The rooms are equipped with varied age appropriate materials and equipment. There are 5 toilets and 7 sinks available for children. The office and the staff toilet will serve as isolation areas for sick children. ON LIMIT AREAS are classrooms A, B, C, E, F, G, and outdoor play yard. LPA and LPM observed that the classrooms has sufficient lighting and appears to be clean and in good condition. LPA and LPM observed an ample supply of age appropriate activities, equipment and furniture. Sleeping mats were observed. OFF LIMITS AREAS is downstairs kitchen, Office, Upstairs Staff Bathroom. LPA and LPM observed outdoor play areas, play yards are fully fenced all around and have ample supply of age appropriate activities, equipment, furniture, and age appropriate play structure. LPA and LPM observed ample amount of shade for children. No cleaning agents were found stored with food or within arms reach of children. First aid supplies are available in the center. There is a working telephone on site. Carbon monoxide is available. The classroom has a fully charged 3A40BC fire extinguisher and Fire Alarm. Center will be utilizing paper form sign in/out sheet. Parent board is located outside by entrance of facility. This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/(800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm . Coralie Sobhani is a fully-qualified preschool director and has completed CPR and First Aid which is valid thru 10/09/2022. Mandated Reporter Certificate has been completed by Applicant and is valid thru 01/26/2023. Mandated reporter and appeal rights, civil penalties, unusual incident reporting and fingerprint requirements were discussed today. LPA and LPM observed COVID-19 postings. Licensee is also being informed of the web address ( www.ccld.ca.gov ) for downloading child care forms, and the director is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The director is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com . Zero Tolerance policies were explained. The center was found to be clean, safe, sanitary, and in good repair. A license for 48 preschoolers is pending until Applicant provides sufficient cushioning for outdoor rock climbing structure, four gates by lobby and classrooms, TB Test Clearance, COVID-19 Self Assessment, and updated Preventive Health and Safety with lead training certificate of training is provided to LPA Domantay. An exit interview was conducted with applicant Coralie and copies of report was provided to Applicant.
