What the inspector wrote

On December 3rd, 2025 at approximately 1:55pm, Licensing Program Analyst (LPA) April Wright met with licensee Yuanyan Lei for an unannounced Annual Random Inspection. LPA disclosed the purpose of the inspection and was granted entry into the home by the licensee. Present during todays inspection were five (5) children (3 infants / 2 preschool age). LPA toured the home to conduct a health and safety inspection. Licensee native language is Cantonese/Mandarin. Hours of operation are 8:00am - 6:00pm Monday through Friday. The single story home consists of 5 bedrooms including master bedroom with bathroom, 1 hallway bathroom (down hall to left of entry), dining room (daycare #1), living room (daycare #2), family room (daycare#3), kitchen, laundry room, and garage. The home was neat and orderly, with heating and ventilation for safety and comfort of children of in care. There are age appropriate toys that the LPA observed to be in good condition, free of visual damage or hazards. LPA observed and licensee confirmed that there are no hazardous materials, including cleaning products, chemicals or toxins present during the inspection. LPA observed and licensee confirmed that there are no pools, hot tubs or any other visible bodies of water present in the home or accessible to children in care. The home has a fully charged 2A10BC fire extinguisher, working smoke/carbon monoxide detector, fully stock First Aid Kit and mobile telephone. Licensee confirmed and LPA observed that there no firearms or weapons of any kind located in the home. On limits: the living room, family room, dining room, and hallway bathroom. Off-limits: The laundry room, kitchen, garage, all 5 bedrooms including master bedroom and bathroom The off limits areas are and will be made inaccessible by closed and/or locked doors, child safety gates and visual supervision. The isolation area is in the living room which is a away from other children in care. There is a fireplace is located inside the living room which is covered to prevent access by children in care. See LIC809C for continuance. CAPACITY : The facility operates as a Family Child Care Home (large), which may have a maximum capacity of twelve (12) to fourteen (14) children. The Licensee is in ratio and capacity requirements. LPA requested and reviewed the files of 5 children in care. The children's files contained, Parents rights, medical consent forms and identification and emergency contacts. The facility roster was review and copies were obtained. The licensee conducts fire and disaster drills twice a year and the last was conducted on 9/2/2025. The licensee has a current CPR/First aid certificate which expires on 2/11/2027 and Mandated Reporter training was completed by the licensee on 3/20/2025. All required forms are posted and visible for public review. The licensee is in compliance with the immunization laws which pertains to all childcare providers. Licensee was reminded that training certificates must be renewed every 2 years. Incidental Medical Services (IMS) policy was discussed. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm Licensee was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a childcare center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Incidents must be reported within 24 hours by phone, fax, or electronic mail. Roster of the children must be properly maintained, and fire/disaster drill every six months must be documented. The licensee is reminded any structural changes to the home or additions to the childcare facility must be reported to Community Care Licensing. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee Lei confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. A notice of site visit was given and must remain posted for 30 days. Report was read and reviewed with licensee Yuanyun Lei.
