What the inspector wrote

On 9/11/23, Licensing Program Manager (LPM) Loretta Dyson, Licensing Program Analyst (LPA) Randall Dunevant, and Associate Governmental Program Analyst (AGPA) Belinda Devall arrived at the facility for an unannounced case management inspection. LPM, LPA and AGPA met with Laura Tapia, teacher, and spoke with the owner/director, Lita Reeves over the telephone. There were no children in care today. The facility has submitted an application for an increase of capacity and a request to add a small classroom/office. The facility operates Monday-Friday 6am-6pm. LPM, LPA and AGPA toured the indoor and outdoor areas to be used for children, to conduct a health and safety inspection. The indoor areas include the large classroom and the smaller classroom/office, and the two bathrooms inside of the large classroom. The classrooms have age appropriate furniture and equipment and sufficient storage for children's belongings. The classrooms have sufficient lighting, heating and ventilation for the safety and comfort of children and staff. Each bathroom has one sink and one toilet that a functional and in good repair. There is a separate bathroom for staff. The facility will use an area inside of the small classroom/office, away from other children in care, for isolation and the staff bathroom for children that may become ill while in care. LPM did not observe any medications, hazardous items, or bodies of water accessible to children inside of the classrooms today. The outdoor area is a yard that is fully fenced. The yard has a play structure that appears to be age appropriate, and a tree to provide shade. Measurements of the large and smaller classroom/office were previously completed as follows: INDOORS: 988.02 square feet = 28 children (measured on 7/14/23) OUTDOORS: 4,490.83 square feet, = 60 children (measured on 7/14/23) A fire clearance, dated 8/29/23, was received from the Oakland Fire Department with an approved capacity of 28 preschool age children, ages 2 years to first grade entry. The facility was previously inspected on 4/13/23 and 7/14/23, during which time other health and safety standards were confirmed to have been met. The facility is reminded to have 100% visual supervision of children at all times, including inside the classrooms, going from the small classroom/office to the bathrooms, inside the bathrooms and on the yard. The facility is advised to ensure that children do not go into the space that is designated for the office/storage/food preparation and access items that are not appropriate for children. The facility representative, Laura Tapia, was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. The facility representative was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. There are no deficiencies being cited today. The facility is approved to use the small classroom/office and the total capacity for the facility is 28, effective today 9/11/23. A notice of site visit was given to the facility representative and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Exit interview conducted and report was reviewed with the facility representative, Laura Tapia. P.
