What the inspector wrote

On November 13, 2024, Licensing Program Analyst, (LPA) M. Domantay met with Applicant, Mehdi Shafiei , for the purpose of an announced case management inspection to remeasure the outdoor preschool and infant play yards and inspect the infant crib room. Applicant requests a single license to serve 12 infants ages 0 to 24 months and 42 preschool children from age two years to first grade entry. The program will operate Monday through Friday from 8:00 a.m. to 5:30 p.m. The fire clearance was granted on 10/31/2024 by the Albany Fire Department. INDOOR INFANT NAP ROOM: LPA observed 8 cribs on site, in the infant crib room. Facility plans to care for 8 crib aged infants. OUTDOOR ACTIVITY SPACE: There is 1 designated infant outdoor area and 2 designated preschool outdoor areas. All outdoor play areas are fenced with a wooden fence that is at least four feet tall. LPA observed play structures in the the 2 preschool play yards. LPA did not observe a manufacturer sticker on the play structures. LPA reminded Applicant to follow manufacturer information. LPA observed sufficient amount of equipment and toys for children in the outdoor play yards. LPA observed a sandbox that was observed to be maintained and free of debris in the preschool play yard. There are no bodies of water on the premises. There is sufficient shading provided by canopies and trees for the infant and preschool play areas. LPA notified Applicant if water tables are being used to ensure to empty the water tables when not in use. LPA measured the preschool outdoor activity space. The Preschool outdoor play area contains a total of 3820.75 square feet, which will accommodate Applicant's request for 42 preschool children. LPA measured the Infant outdoor activity space. The Infant outdoor play area contains a total of 608.36 square feet, which will not accommodate Applicant's request for 12 Infant children. Page 1 Individual measurements are recorded on the Capacity Worksheet (LIC 9024). LPA notified Applicant, Mehdi will need to submit a request for a waiver for the outdoor infant play area to accommodate the maximum capacity of 8 infant children outdoors at any given time with a set schedule in place. LPA discussed 100% supervision is always required in all areas that children have access to including the bathroom. Personal Rights, inspection authority, reporting requirements, maintaining buildings and grounds was reviewed. Staff Qualifications, Staff to Children’s ratios and Capacity was explained to ensure compliance. LPA discussed with Applicant any changes that may occur regarding the director or an employee acting in the director’s absence must be reported to the department within 10 working days. Applicant was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. Exit interview conducted and report was reviewed with Applicant, Mehdi Shafiei . The following items are required before a license will be issued: 1. Licensing Program Manager (LPM) final file review. 2. Applicant must submit a request for a waiver for the outdoor infant play area to accommodate the maximum capacity of 8 infant children outdoors at any given time with a set schedule in place. Page 2
