What the inspector wrote

On 05/14/2026, Centralized Application Bureau (CAB) Licensing Program Analyst (LPA) Jaelyn Agbayani and CAB Licensing Program Manager (LPM) Belinda Devall met with Center Director, Sarah Halford, and Licensee Representative, Prashant Wadwha. The purpose of the visit was an unannounced case management licensee initiated inspection at the facility to conduct remeasurements for the indoor and outdoor activity spaces. This is an application for 8 infants (ages 12 months to 2 years old) in the Squirrels Room and 36 preschoolers (ages 2 years old to entry into first grade) in the Bears, Chipmunks, and Bunnys Room. The childcare center will operate Monday–Friday 06:30 AM to 09:00 PM. The fire clearance was approved on 10/01/2025 by the Alameda City Fire Department. There were 43 children and 7 staff present during this inspection. LPA toured and measured the on-limits areas and classrooms located at the facility. The facility has a total of 4 classrooms designated for the infant and preschool component. Infant Classroom measurements are: The indoor total measurements contain a total of 268 square feet, which will accommodate applicant’s request for 8 infant children. Preschool Classroom measurements are: The indoor total measurements contain a total of 1,139 square feet, which will not accommodate applicant’s request for 36 preschool children but can accommodate 33 preschool children. LPA continued to tour the facility and measured all outdoor activity space. Infant Outdoor measurements are: The outdoor total measurements contain a total of 622.29 square feet, which will accommodate applicant’s request for 8 infant children Report continued on LIC 809-C. Page 2 Preschool Outdoor measurements are : The outdoor total measurements contain a total of 3,995.83 square feet, which will accommodate applicant’s request for 36 preschool children. Upon completion of the inspection process, this facility will be licensed for 8 infants and 33 preschoolers. LPA observed all classrooms to be clean, safe, sanitary, and in good repair. A comfortable temperature for children shall be maintained at all times. Furniture and equipment were observed to be maintained in good condition, free of sharp, loose or pointed parts. All materials and surfaces accessible to children, including toys, shall be free of toxic substances. All play equipment and materials used by children were observed to be age-appropriate. LPA observed an open fire place in the Bunny's Room. LPA observed fully charged fire extinguisher, carbon monoxide and smoke detectors in the facility. There are 44 chairs, 6 tables, 44 cots, 4 feeding chairs, 4 toilets, 1 changing table, and 5 sinks for the infant and preschool children. Staff have separate bathroom that can be utilized by sick children if needed. Sick children will be isolated in the director’s office that is isolated away from the children in care. LPA observed that items that may pose a danger to children were stored in a locked cabinet in the kitchen area inaccessible to children. Outdoor area for infant and preschool children were free of hazards including, holes, broken glass dry grasses, and other debris that pose a fire hazard. Shade was provided by trees, canopies, and gazebos. The playground is enclosed by a fencing at least 4 feet high. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is adequate cushioning in fall zones provided cushioned woodchips that can absorb a fall. The play yard is enclosed by a fence at least four feet high to protect children and to keep them in the outdoor activity area. Any construction or equipment that could pose a hazard in the outdoor activity area shall be made inaccessible to children in care. LPA observed no sand boxes in the facilities play yard. LPA observed no bodies of water. Effective 05/25/2026, this facility will be licensed for 8 infant children and 33 preschool children An exit interview was conducted with the above item discussed. This report and appeal rights were provided to Sarah Hallford, Center Director.
