What the inspector wrote

On 12/1/2025 at 8:10 am Licensing Program Analyst (LPA) Mario Caro met with Licensee Dongyan Chen for an Unannounced Case Management Inspection (to determine if the facility is ready for an increase of capacity), explained the purpose of the visit, and was granted entry into the home. LPA toured the home for a health and safety inspection. Present during the inspection were Licensee and three infants in care. The facility\342\200\231s operating hours are 8:00 am to 6:00 pm. All required postings are posted on the parent board. This home is a two story house consisting of 3 bedrooms, 2 bathrooms, a living room, dining room, kitchen, laundry room, and garage. There is a fully fenced in backyard with a separate fenced in play area for the children. The home was observed to be neat and clean with central heating and ventilation for safety and comfort of the children. The vents are located on the floor but are covered by the cribs. LPA observed sufficient materials, toys, and play equipment for the day care children in the home. Furniture and equipment, such as cribs, mats, feeding chairs, and tables were age appropriate and in good condition. The home is sanitary, orderly, and safe for the day care children. The Licensee has a working telephone in the home. LPA observed a fully charged 2A-10-BC fire extinguisher. The last emergency disaster drill was conducted in September of 2025 and was properly logged. The Licensee stated she doesn't have any weapons in the home. The Licensee stated she doesn't transport children. Licensee stated she doesn't have pets in the home. There are no bodies of water in or around the facility. page 1 On-limit-areas are: the living room, dining room, and fenced in play area section of the backyard. Off-limit-areas are: the kitchen (only to be used as transport to the backyard) , Base floor bedroom, converted garage (used for storage), downstairs bathroom, and the entire upstairs, which are made inaccessible by closed and/or locked doors, gates, and visual supervision. Isolation Area: is the couch in the living room Supervision of children was discussed, and Licensee understands that she must be present in the home during 80% of the operating hours and ensure children are always supervised. Licensee was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. On 12/1/2025 the California Attorney General - Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ. For additional information regarding the inspection and its tools and methods, please visit the Program website at www.cdss.ca.gov/inforesources/community-care-licensing/inspection-process page 2 Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the Safe Sleep regulations with Licensee and the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. On 10/24/2025 a fire clearance was granted to this facility by the Berkeley fire department. All documents have been received for the increase of capacity application. The licensee was reminded that an assistant is needed with a large family child care home license, and whenever an assistant is not present, the licensee will comply with the capacity requirements for a small child care facility home. As of todays date 12-1-2025 this facility is approved to operate as a large family child care home. Exit interview conducted and report was reviewed with the Licensee. During the exit interview, the Licensee confirmed that there are no Registered Sex Offenders living in the facility. A Notice of Site Visit was given to Licensee, Dongyan Chen and must remain posted for 30 days.
