On 11/6/2025 at 9:00am, Licensing Program Analyst (LPA) Catherine Fernandes met with Licensees Josemaria Torres and Sandra Esquivel for an Unannounced Random and increase in capacity inspection. Present during the inspection were two infants and two preschoolers in care. Residing in the home is Licensees. The home was toured for a health and safety inspection., the facility operates between 6:00am \342\200\223 6:00pm, Monday - Friday. The home is a single-story duplex that consists of one bedroom and one bathroom. There are additional three units within the gated area of the property. The entrance to the day care is through the enclosed gate, and the building on the right side of the property through the front door. The inside and outside of the home were observed to be have age-appropriate materials and toys for the children. All toxins, cleaning products, medications, and hazardous materials were observed to be in inaccessible areas. During today\342\200\231s inspection, LPA observed the following precautions accessible cabinets and drawers in the kitchen have safety latches and there is gate between the living room and the kitchen to prevent access. Licensee Torres stated there are no firearms or pets in the home. LPA did not observe a body of water in or around home. ON LIMITS AREA: the living room area which is the main area of the day care, the kitchen which will only be used a walk through to get to the backyard, the bathroom, and the enclosed shared backyard. OFF LIMITS AREA: be the bedroom which will be inaccessible by closed and/or locked doors or v isual supervision. ISOLATION AREA: in the living at the table away from the other children in care. A fire clearance was granted by the Oakland Fire Department on 8/8/2025, which allows the home to operate as a large childcare family home. The push button alarm is between the living room and kitchen near the front door. The home has a fully charged 3A40BC fire extinguisher outside near the front door, a working smoke/carbon monoxide detector located in the living room next to the kitchen. Licensee has a working cellphone number, and all required forms are posted next to the front door in the childcare room. LPA reminded the licensees to conduct and document fire and disaster drills every six months. The Licensee's CPR and First Aid certificate s are current and expires on 10/2026 . The Licensees were reminded of the responsibility as a mandated reporter and has provided proof of the required training for all people caring for children which was conducted on 11/6/25 . LPA reviewed four children\342\200\231s files and both licensee's files and reviewed a facility roster. LPA reminded the Licensees the importance of ensuring a current children's roster to reflect what is being done in the home. The licensees are incompliance with the immunization laws which pertains to all childcare providers. LPA discussed the safe sleep regulations and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed the licensees of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensees were reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) Licensees was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensees, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Before the increase in capacity can be granted the following items need to be completed: - updated complete LIC610A - An updated lease agreement that includes both licensees and both homes - Proof of landlord - completed LIC508 for Licensee Esquivel - LIC9108 Esquivel - Fire extinguisher needs to be inside the home - Proof of insurance - Updated and current children's roster - All staff and children's files need to complete and current No deficiencies were cited during today's inspection. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Licensee Torres Report and Notice of site visit provided.
