What the inspector wrote

On 6/20/25, at 9:00am, Licensing Program Analyst (LPA) Catherine Fernandes arrived announced on a change of location prelicensing inspection and met with Licensee Carlos Barraza. Residing in the home is the Licensee, and his finger print cleared husband. The home was toured to conduct a health and safety inspection. The home plans to operate between the hours of 8:00AM -5:30PM, Monday through Friday. The home is a two-level house that has a converted basement which is a separate unit from the child care home. The home consists of three bedrooms and two bathrooms, which is neat and clean with heating and ventilation for safety and comfort of the children. The entrance to the childcare will be the front door. LPA observed age-appropriate toys that appear to be safe, clean and in good repair. LPA did not observe any hazardous materials or toxins, or medications accessible to children during today\342\200\231s inspection. Per licensee, there are no firearms or pets in the home. During today's inspection LPA observed the following precautions the kitchen and stairs in the home have safety gates to prevent access and the cabinets have safety latches. There are no bodies of water or pools accessible to children during today\342\200\231s inspection. On-limit-areas are the: living room, the dining room and the back bedroom on the left side of the hallway, which will be the main areas of the day care, the bathroom on the main floor, and the fenced in patio area. The kitchen will only be used as a walk through space during an emergency. Off-limit-areas are : The entire upstairs which includes one bedroom, a bathroom, and two storages rooms, the converted basement, the backyard and the master bedroom located on the main floor on the left side of the hallway, which will be made inaccessible by closed and/or locked doors and visual supervision. The Isolation area will be the table in the dining room away from other children in care. Report continues on 809C There is a fully charged 3A40BC fire extinguisher in the dining room, a working smoke/ carbon monoxide detector located in the kitchen and a pull down fire alarm next to the kitchen door. The licensee has a working cell phone number and has been reminded that if there are any changes to his contact information to be sure to inform the office. The licensee has a current CPR certificate that expires on 08/26. The licensee's mandated reporter training was completed on 8/16/24, LPA reminded the licensee that the training needs to be completed every two years. The licensee is incompliance with the immunization laws which pertains to all childcare providers. CPR/First Aid is also renewed every two years. Baby bouncers & drop-down cribs are not allowed at the day-care facility. The Children\342\200\231s Roster must be properly maintained and current. The fire/disaster drills need to be completed and documented every 6 months. The licensee has provided a current proof of control of property. The LPA observed the Property Owner/Landlord Notification form (LIC9151) that the licensee confirms was provided to the property owner/landlord. The licensee has obtained a signed Property Owner/Landlord Consent form (LIC 9149). The licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. This home does not plan to provide Incidental Medical Services \342\200\223 IMS. The licensee was also reminded that Mandated Reporter Training is required for all staff and is to be renewed every 2 years by visiting www.mandatedreporterca.com . LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. On this date 6/20/2025, the California Attorney General - Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ. The licensee was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Report continues on 809C Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-carelicensing/subscribe and select the Child Care option to receive email communication. On 6/12/25 the home received a fire clearance from the Berkeley Fire Department which allows the licensee to provide care to 14 children. The licensee has completed the prelicensing inspection process and is now licensed as of today\342\200\231s date. Exit interview conducted and report was reviewed with the licensee. Report provided.
