On 6/29/2022 Licensing Program Analysts (LPA) L. Dacanay Breaux met with Licensee Farishta Qadar for an Unannounced 1- Year Annual Inspection . Present for this inspection were 10 (ten) children in care, and 1 (one) fingerprint cleared staff/assistant, Sara Moqim. The home was toured to conduct a Health and Safety Inspection. Facility operating hours will be Monday thru Friday 7:00 AM to 6:00 PM. The home is two story. The home consists of five bedrooms, four and a half bathrooms, living room, dining room, kitchen, day care nap room, day care classroom, laundry room, an attached garage, and backyard. The home is clean and orderly with heating and ventilation for safety and comfort. ON LIMIT AREAS: Day care classroom (bedroom main level), day care nap room (family room), kitchen and half bathroom on the first floor, near the garage. DURING today's visit the left side of the fence two panels were not secured. LPA Dacanay Breaux removed the yard to OFF LIMITS. There is a swimming pool next door. Licensee is reminded NOT to use the rear yard effective today June 29, 2022. LPA will return and reinspects the rear yard for health and safety once the fence has been repaired and/or panels replace. OFF-LIMIT AREAS : Entire second level, the living room, dining room, stair case, patio/deck, the garage which will be inaccessible by closed and/or locked doors and visual supervision. The staircase is barricaded by a child proof gate to prevent access by children. The ISOLATION AREA will be in the kitchen area away from the other children in care. ALL Required postings were all present and posted for public viewing. Last Fire/Earthquake Drill: 02/02/22 See 809 - C for continuance. The Child Care Home does not administer medication to the children in care. California Law requires Child Care licensees to report unusual incidents or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone, fax, or electronic mail. Roster of the children must be properly maintained and fire/disaster drill every six months must be documented. LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee [or facility representative] was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Licensee was encouraged to frequently visit our website at www.ccld.ca.gov for licensing regulations and updates, and to also email childcareadvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. Licensee has current CPR/First Aid which expires 10/10/22. To improve the quality and value of the new inspection process, a survey will be sent to the email address provided.
