Inspector’s narrative

What the inspector wrote

On October 8, 2025, at approximately 8:00 AM, Licensing Program Analyst (LPA) Elimika Woods met with licensee Jayanti Chand to conduct an unannounced visit for a capacity change inspection. Present during the inspection were one (1) preschool-age child and the licensee\342\200\231s fingerprint cleared husband. The facility operates Monday through Friday from 7:30 AM to 6:30 PM. LPA conducted a health and safety inspection of the facility. There have been no changes to the home since the last inspection conducted on June 19, 2025. The facility was granted fire clearance on September 25, 2025, by the Hayward Fire Department. The child care room is now equipped with a pull-down fire alarm system, and a fully charged 2A10BC fire extinguisher was observed, meeting the standards established by the State Fire Marshal. A working dual smoke and carbon monoxide detector was observed in the living room. On-limit-areas include: Living and dining rooms, kitchen, hallway bathroom on first level, bedroom next to bathroom on first level, childcare room (converted garage) and left and middle backyard areas The isolation area of the home is the downstairs bedroom, away from other children in care Off-limit-areas include : Entire second level of home, backyard patio deck, laundry room, and right side yard beginning from the patio deck stairs. The off-limits will be made inaccessible by closed and/or locked doors and visual supervision. A home inspection was conducted on all on-limit areas. Age-appropriate toys were observed both inside the facility and in the outdoor play area, and all were in good working condition. The children\342\200\231s bathroom was inspected and found to be clean and in proper working order. The backyard area was fully fenced and observed to be free of defects or hazardous conditions. LPA reminded the licensee that a fingerprint cleared assistant must be present when operating as a large family child care home. If the licensee is the only adult present, the facility must operate as a small family child care home with a maximum of eight (8) children. The facility is approved for the capacity change effective October 8, 2025. A new license will be issued, and a record of this approval will remain on file. A Notice of Site Visit was provided and must remain posted for 30 days. An exit interview was conducted, and the report was reviewed with the licensee, Jayanti Chand.
