What the inspector wrote
On 12/18/25, Licensing Program Analyst Briana Plumboy, met with licensee Hiralben Bhalani for an
UNANNOUNCED ANNUAL AND CAPACITY INCREASE INSPECTION.
Present for this visit was
licensee's assistant Shweta Kumari, 1 preschool age child, and 2 infants. The home was toured to conduct a Health and Safety Inspection. The facility currently operates Monday through Friday, 8:30am until 5:30pm (occasionally it will be open until 11:00pm for parent\342\200\231s night out).
The home is
single story.
On-limit areas include:
The converted two-car garage (day care area), the \302\275 bathroom in the garage/childcare area, family room, living/kitchen combo, and the fenced backyard with patio and side yards, and the front yard grass area only (for picnics or family gatherings). The backyard area has a large grass area that the children will use, the planters will be off limits to children. There are swings from the trees which are off limits to children in care and per licensee are not utilized by the children in care. The day care area contains a washer and dryer and water heater, all with locked access doors for safety.
Off-limit areas include
: The all three bedrooms, master and hallway bathrooms. There is a child safety gate located between the family room and kitchen for additional precaution. All off limit doors in the home have child proof locks to prevent entry, and all other off-limit areas are made inaccessible by closed and/or locked doors, and/or by child supervision. In the backyard are
a there are perimeter planters, two adult swing chairs and a locked garden shed that are off limits to children. The backyard is fenced.
There are toys and learning materials that appear to be safe and in good condition. There are no pools, hot tubs or any other bodies of water in the on limit areas during today's inspection. All hazardous materials and toxins are kept out of the reach of children and it was observed that during the inspection there are no toxins or hazardous items accessible to children in care.
The home has a fully charged
fire extinguisher, working smoke detector, working carbon monoxide detector, and working telephone. The licensee's CPR and First Aid certificate is current and expires 2/22/27.
The licensee's mandated reporter training is complete and she received a certification of completio
n on
6/15/25.
The licensee and her assistant are in compliance with the immunization law. The
home has centralized heating. Per licensee, there are no firearms in the home. The licensee conducts and documents fire and disaster drills twice a year with the last one conducted on 10/16/25.
3 children's files were reviewed, facility roster reviewed and copy obtained. The licensee is in ratio today. All

Licensee Hiralben Bhalani is aware she should have knowledge of all Title 22 Regulations and follow all Title 22 Regulations at all times, as well as follow manufacture guidelines for all equipment in the facility.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

LPA discussed the safe sleep regulations with licensee Hiralben Bhalani and discussed the Child Care Licensing Safe Sleep webpage at:

, as an additional resource. LPA also informed licensee Hiralben Bhalani of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at:

, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
During the exit interview, the Licensee Hiralben Bhalani confirmed that there are no Registered Sex Offenders living in the facility.
On 10/30/25,
a fire clearance was granted to facility

with comments, "Garage is allowed for daycare use for the following conditions: 1. Supervised play 2.Learning activities." All documents have been received for the increase of capacity application. The Licensee was reminded that an assistant is needed with a large family ch
ild care home license, and whenever an assistant is not present, the licensee will comply with the capacity requirements for a small family child care home.
As of 12/18/25,
this home is recommended for an increase of capacity. There are no deficiencies cited today. The report will remain on file for three years. A notice of site visit was provided, and the licensee was reminded to have it posted for 30 days. This entire report has been read to the Licensee by LPA Plumboy. The licensee is aware the signature on this report confirm receipt of these documents. LPA asked the licensee if the licensee had any questions pertaining to any aspects including, but not limited to, any part of this report and of the documents given to the licensee, and per licensee, there are no further questions at this time. Licensee is aware at anytime she can reach out to LPA Plumboy or CCLD. An exit interview was conducted, and appeal rights provided.
