What the inspector wrote

On 01/17/2024 at 10:30AM Licensing Program Analyst (LPA) Jaleesa Jackson arrived for an Unannounced Required Inspection, and met with Licensee Soni Kumari Bharati. Present for this inspection was Licensee, Licensees fingerprint cleared husband, assistant, mother, 2 infants, and 8 preschool aged children including Licensees 3 year old daughter. Also residing in the home is her 7 year old son. The licensee is in ratio today. The home was toured with the licensee to conduct a health and safety inspection. Hours of operation for day care are Monday through Friday, 8:00AM to 6:00PM. ON LIMITS: living room, dining room, main day care area (in the back of the home), bathroom in the main day care area, and backyard. OFF LIMITS: garage, kitchen, 2 bathrooms (in the hallway), all 3 bedrooms(in the hallway). Off limit areas are inaccessible by closed and/or locked doors and visual supervision. The home is single story, which is neat and clean, with central heating and ventilation for safety and comfort. There were age appropriate toys that were observed to be safe and in good condition. During todays inspection all toxins, medicines, and hazardous items were inaccessible. There is a fully charged 3A40BC fire extinguisher, working monoxide detector, smoke detector, and telephone. The home does not contain a fireplace. Licensee stated that there are no firearms or pets or no one who smokes at the home. LPA did not observe any bodies of water in or around the home. LPA toured the backyard area. There is artificial grass that absorb any falls and has a swing set that is properly anchored to the ground. Licensee stated that the swing set is not in use and will be replaced with another one. LPA reminded Licensee that the new one will need to be anchored down like the previous one before children can use. Continued on 809-C At 11:15AM, 10 children's files and assistant's file were reviewed. Sleep logs for infants in care were found to be documented. The facility roster was reviewed, and a copy obtained. Licensee and her assistant both have current Mandated Reporter training. Licensee's was complete 3/22/2023 and her assistants was completed 12/28/2022. CPR and First Aid are valid for both the Licensee and assistant. Licensee's expires 11/2024 and assistant's expires 12/2025. Licensee conducts and documents disaster drills at least once every 6 months. The last drill was conducted 11/23/23. All required licensing documents are posted and visible for public view. There were no deficiencies cited on today's inspection. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Continued on 809-C Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the LICENSEE Soni Kumari Bharati, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Soni Kumari Bharati.
