What the inspector wrote

On 09/15/2025, Licensing Program Analyst (LPA) Briana Plumboy met with licensee Pou Leng "Qiana" Lee for an UNANNOUNCED ANNUAL INSPECTION . Present for the inspection were 10 daycare children and the fingerprint cleared husband of the licensee, Kent Lee, and two fingerprint cleared assistants, Xin Qian & Lesly Cancax. The licensee is within ratio today with 2 infants and 8 preschool age children. Upon arrival LPA provided licensee a copy of the Entrance Checklist (LIC 126). The LPA and the Licensee, toured the home to conduct a Health and Safety Inspection. The facility currently operates Monday-Friday 8:00am-5:30pm. The home is a single story home with 3 bedrooms, 2 bathrooms, living room, kitchen, attached garage and backyard. LPA observed the home to be neat and clean with central heating and ventilation for safety and comfort. The OFF-LIMIT AREAS are the 2 bedrooms and bathroom located at the end of the hall, and the garage which are inaccessible to children during today's inspection by closed doors, safety gates and visual supervision. The ON-LIMIT AREAS are the primary bedroom and primary bathroom (located to the left upon entrance to the home), living room, kitchen, and backyard. The facility\342\200\231s outdoor play space is located in the backyard of the home. The play structure, equipment, and fence are all in safe condition during today's inspection. There is shade available and gates are closed at all times while children are in the yard. There are learning materials and toys that appear to be safe and in good condition. There are no pools, hot tubs or any other bodies of water in the on limit areas during today's inspection. All hazardous materials and toxins are kept out of the reach of children and it was observed that during the inspection there are no toxins or hazardous items accessible to children in care. The home has a fully charged 3A40BC fire extinguisher, working smoke detector, working carbon monoxide detector, and working telephone. The licensee's CPR/First Aid certification expires on 03/02/26. The licensee is in compliance with the immunization laws and has completed the mandated reporter training on 03/28/24. The certifications for the assistants were also reviewed and are current. The licensee is documenting safe sleep checks for infants in care, and LPA Plumboy reviewed the sleep log during the inspection. The licensee conducts and documents fire and disaster drills at least twice a year, with the last one being conducted on 8/7/25. All required forms are posted and visible for public review. Per licensee, there are no firearms in the home. All REQUIRED forms are posted and visible for public review. See 809-C for continuance Licensee Pou Leng Lee is aware she should have knowledge of all Title 22 Regulations and follow all Title 22 Regulations at all times, as well as follow manufacture guidelines for all equipment in the facility. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was encouraged to frequently visit our website at ccld.ca.gov for licensing regulations and updates. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-carelicensing/subscribe and select the Child Care option to receive email communication. Licensee Pou Leng Lee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. See 809-C for continuance Licensee Pou Leng Lee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. LPA discussed the safe sleep regulations with licensee Pou Leng Lee and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep , as an additional resource. LPA also informed licensee Pou Leng Lee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. During the exit interview, the Licensee Pou Leng Lee confirmed that there are no Registered Sex Offenders living in the facility. A notice of site visit was given and must remain posted for 30 days. No deficiencies today's inspection. Appeal rights provided and discussed. Exit interview conducted and report was reviewed with licensee Pou Leng Lee.
